    NSWCPD Employees Recognized for Expanding Navy’s Blue-Collar Talent Base

    The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) Industrial Trades Recruitment Expansion Team recently received the 2024 Department of the Navy Human Resources Community Award for Excellence in the Team Impact category for its exceptional work.

    The honor was awarded to Administrative Technical Specialist and Lead Recruiter Victoria Gonzalez, Recruitment Specialist Stephanie Thomas, Staffing Specialist Mary Ditroia, and Workforce Development Branch Head Alicia D’Orazio for their combined efforts in strengthening the recruitment pipeline for the Navy’s essential industrial trades workforce.

    All four serve in NSWCPD’s Human Resources Division, with Division Head Janine Albi and Branch Head Leanne Molino providing essential leadership and guidance as the team navigates Pennsylvania’s rapidly changing workforce landscape. Through partnerships with local colleges, including the Community College of Philadelphia, Burlington County College, and Thaddeus Stevens College of Technology, the team developed new recruitment strategies, conducted site visits, and organized career fairs, leading to an increase in qualified applicants and the successful hiring of 10 industrial trade professionals directly from local area schools.

    The team played a vital role in launching the Industrial Trades Development Program, which was established through a partnership between NSWCPD and the Skills Initiative, a workforce development organization that provides a streamlined pathway for Philadelphia residents to access high-demand, cohort-based training and jobs. The team created a two-year training pipeline with over 600 hours of basic trade theory and 470 hours of practical training. Before entering the program, selected candidates agreed to a two-year service commitment at NSWCPD after completing their training, helping to secure the long-term well-being of both the workforce and the broader Philadelphia area.

    “Each member brought a unique combination of leadership, recruiting skills, and operational expertise to the Industrial Trades Initiative,” Corporate Operations Department Head Jeremy Scott said. “Their commitment, vision, and teamwork exemplify the best of NSWCPD. Their innovative partnerships and passion for workforce development strengthened our recruitment pipeline and laid the foundation for long-term mission success. I am proud to celebrate their outstanding dedication and impact on our organization and our Navy.”

    Gonzalez, who manages daily recruiting operations, is known for her innovative outreach. Thomas collaborates closely with candidates and educational leaders to ensure smooth transitions into Navy careers. Ditroia handles the entire staffing process, and D’Orazio supervises development programming and strategic partnerships. Their combined experience and commitment to service have created a model for blue-collar workforce development across the Navy’s operations.

    Their work comes at a time of increasing need, as national defense priorities require technical excellence and a consistent supply of skilled workers. The innovative programs and partnerships led by the Industrial Trades Recruitment Team at NSWCPD are already serving as a model for industrial recruitment and development within the Department of the Navy, ensuring long-term readiness.

    NSWCPD employs approximately 2,700 civilian engineers, scientists, technicians, and support personnel. The NSWCPD team conducts research and development, test and evaluation, acquisition support, and in-service and logistics engineering for non-nuclear machinery, ship machinery systems, and related equipment and material for Navy surface ships and submarines. NSWCPD is also the lead organization responsible for providing cybersecurity of ship systems.
