Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) has launched the Case Direction Request (CDR) tool, a new application that transforms the way the command manages Foreign Military Sales case direction requests, improves collaboration with International Partners and Navy-wide systems commands, and ensures faster, more accurate support to the warfighter.
The CDR tool replaces a decades-old process built on spreadsheets that were passed back and forth by email, often breaking down due to outdated macros and security risks. What was once a manual, error-prone system is now a centralized, audit-compliant platform that brings greater efficiency and accountability to a critical function of NAVSUP WSS. That function relies heavily on data found within the Navy’s Management Information System for International Logistics (MISIL), which processes, controls, tracks, and reports on the logistics and financial transactions required to conduct the Navy’s Foreign Military Sales business.
Case Direction Request is a comprehensive application that enables users in a Navy-wide Systems Command Security Cooperation Office role to submit and manage requests for changes to Navy Foreign Military Sales cases already catalogued in the MISIL database.
“This new tool replaces an old, antiquated password protected spreadsheet that was submitted via email,” said Barry L. Magagna III, NAVSUP WSS, Case Execution & Closure Section Head. “Case level funding updates, project directive line-item additions and other changes are frequent and managing them manually was both time-consuming and vulnerable to error. This tool eliminates those risks and ensures our workforce can make timely, accurate decisions.”
For more than two decades, program stakeholders relied on a password-protected spreadsheet to request case modifications, submit requisitions, and manage Foreign Military Sales (FMS) case orders. The process was fragile, relying on outdated macros and often grinding to a halt when files malfunctioned. The new CDR application was designed to manage the full request process from start to finish by enabling successful submission, tracking, editing, and resolution of case direction requests. It improves the documenting, management, and archival of required case changes, and applies a streamlined workflow to achieve accurate and efficient processing. Users can also reference resolved requests and supporting documentation in the CDR database, ensuring that records are complete and decisions are transparent.
“Now we have an audit-compliant, streamlined tool that allows us to generate key metrics on processing times, highlight where hurdles may be incurred, correct processes and ultimately provide better, timely support to the International Partner community,” said Magagna.
For NAVSUP users in the International Logistics Control Office role, the application provides the information needed to quickly receive, review, and resolve requests. That efficiency directly supports international cooperation, ensuring partner nations receive the material they need without unnecessary delays.
“This is about improving trust and delivering value for our partners,” said Ryan Kirby, NAVSUP WSS, Policy & Systems Branch Head. “And every improvement in speed and accuracy for them directly strengthens our ability to sustain the warfighter.”
The project’s success was the result of close collaboration across NAVSUP WSS and with stakeholders throughout the Navy. Requirements were gathered from more than 100 subject matter experts across multiple systems commands, and hundreds of users participated in training prior to launch. Although development faced an unexpected challenge with a Navy-wide security update, the team accelerated efforts and successfully deployed the tool in August 2025, a month and a half ahead of schedule. The Excel-based process was officially retired on Oct. 1.
“Being pushed to go live early was a challenge, but it also proved what our team could do,” Magagna said. “Seeing the overwhelmingly positive response from users has been the most rewarding part of this effort. Just seeing the buy-in and feedback firsthand was incredible.”
In just over 2 months, over 600 case direction requests have been processed through the new tool. Users have noted how much simpler and clearer the process has become, praising the system’s ability to consolidate requests into one location and provide accurate historical records. One end-user from the Naval Air Systems Command (NAVAIR) shared her positive experience with the new system.
“The NAVSUP team successfully developed a solution that streamlines the establishment of MISIL data, while simultaneously enhancing communications between NAVAIR and NAVSUP,” said Jennifer Bell, NAVAIR Headquarters, FMS Business Financial Manager. “Long gone are the days of searching for current POCs and fumbling with complex spreadsheets. In just a matter of minutes, I can now submit through the tool a very clear and concise request for MISIL updates.”
“Change is never easy, but in this case, it’s been welcomed,” said Charles Pinnelli, NAVSUP WSS, FMS Information Technology (IT) Systems Section Head. “Users have quickly seen the benefits, and that opens the door for us to think bigger about what IT modernization can mean for NAVSUP.”
The CDR tool is only the beginning. NAVSUP WSS plans to continue refining the application based on user feedback, including potential enhancements such as reporting capabilities and expanded visibility across case activities.
“Our focus remains on strengthening our business processes so we can deliver faster, smarter, and more reliable outcomes,” said Kirby. “The ultimate goal is always the same: providing timely, effective support to the warfighter.”
As NAVSUP WSS closes the chapter on its outdated spreadsheet process, the launch of the CDR tool represents more than an IT upgrade. It is a clear example of how modernized processes drive accountability, improve support to international partners, and sustain the Navy’s warfighting mission.
