NAVSUP Business Systems Center Celebrates Service to Navy, Nation

MECHANICSBURG, Pa. -- On October 13, 1775, the Continental Congress authorized the creation of a permanent naval defense force for the American people, marking the beginning of 250 years of history, heritage, and service to the nation.

This year, Sailors and civilians assigned to Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) joined the Navy and nation in celebrating the Navy's 250th birthday by featuring displays that highlighted the command's history and workforce heritage.

"The items on display show an arc of progression as a Navy logistics information technology (IT) command," said Capt. Juan Carlos "JC" Uribe, commanding officer, NAVSUP BSC. "We have gone from punch cards to cloud-delivered modern enterprise solutions with the same purpose: to enable Sailors and Marines to operate with agility and precision."

Michael Leedy, an IT project manager at NAVSUP BSC, began his 40-year service to the command as a computer programmer in July 1985, following his graduation from La Salle University.

"My dad was a civil servant working for the National Guard at Fort Indiantown Gap. He was the one to guide me to fill out a job application," said Leedy. "When I arrived here, we were still using keypunch machines with card decks on a mainframe computer using Common Business-Oriented Language."

Throughout his tenure, Leedy supported various projects, including mainframe work in the 1980s and 1990s, Unix client servers, Navy Enterprise Resource Planning (ERP) migration, Oracle database administration, and Navy Data Platform (NDP).

"Being part of the material financial control systems from its stand-up in 2000 to its shutdown in 2015 was very rewarding. This was the Navy's allotment accrual accounting system, which ERP replaced. This was one of the highlights of my career. Being a part of NDP for the last 10 years has also been equally rewarding," said Leedy.

As the Navy deploys combat-ready Sailors alongside allies and partners in faraway waters, military and civilian professionals at NAVSUP BSC provide the necessary IT support to sustain warfighting readiness and bolster the defense of our nation.

"This celebration provides a reminder that what we do directly supports the mission of the Navy. Understanding the heritage is understanding the sacrifices the men and women went through over the years, and still go through, to make this nation what it is today. I believe that is something to be proud of," said Leedy.

Every day, the Navy operates with nearly 100 ships and submarines underway or deployed, and the world's most advanced aircraft patrolling the skies.

Capturing the spirit and presence of the Navy at work around the globe, the command ball cap display showcases the far-reaching service and commitment of NAVSUP BSC’s workforce aboard numerous ships, squadrons, and stations worldwide.

"Every ball cap here represents a story of commitment and service. I am extremely proud to lead such a talented and dedicated team of professionals here at NAVSUP BSC," said Uribe.

NAVSUP BSC is one of 11 commands under Commander, NAVSUP, and delivers IT and information management solutions with specific emphasis on logistics and financial-related products and services for the Navy, Department of War, other federal agencies, and international customers.

In January 2025, the Navy began celebrating its 250th birthday during a series of commemorations, including leadership outreach events, multilateral exercises, and community engagements of varying scope and duration. These activities showcase the Navy's strength and importance to national security and present opportunities to inspire a new generation of Americans to take up the call to serve, in and out of uniform, in the public and private sectors.
