NORFOLK, VA—Capt. Vince Libasci relieved Capt. Ian Scaliatine as commanding officer of USS Arlington (LPD 24) during a ceremony aboard the San Antonio-class amphibious transport dock ship at Naval Station Norfolk, November 14, 2025.
Rear Adm. Neil Koprowski, commander, Expeditionary Strike Group Two, presided over the event and served as the guest speaker. He recognized Scaliatine for guiding the crew’s transition from its first dry-docking selected restricted availability to a fully certified operational warship.
“You have harnessed the motivation, talent and work ethic on board this ship,” said Koprowski, after outlining the ship’s accomplishments. “Arlington—with a ship full of Marines—is ready to fight and win; now and in the future.”
Under Scaliatine’s command, following Sea Trials and an extensive Basic Phase, Arlington successfully completed UNITAS, the longest-running annual multinational maritime exercise in the world, and participated in the Navy’s flagship birthday celebration in Philadelphia.
“Everyone here today in attendance had something to do with Arlington’s success,” said Scaliatine, who acknowledged the ship’s key stakeholders before thanking the crew. “To the Sailors, chiefs and officers of this ship: I am so looking forward to seeing where you go in the future.”
Scaliatine’s next assignment will be chief of staff at Expeditionary Strike Group (ESG) 2, the position previously held by Libasci.
A native of Melbourne, Florida, Libasci assumed the role of Arlington’s tenth commanding officer. He joined the Navy in 1994 and earned a commission in 2001 following graduation from Old Dominion University. He has completed eight deployments to U.S. 5th and 6th Fleets and his extensive sea duty assignments include command of USS Cole (DDG 67).
Libasci recognized Scaliatine’s achievements aboard Arlington and then addressed the crew.
“Congratulations on your incredible accomplishments to this point,” said Libasci.” I have no doubt you’ll carry on the best traditions of our Navy with strength, honor and fortitude. We will be successful—together.”
Commissioned April 6, 2013, Arlington is the eighth San Antonio-class ship and third named after Arlington County. It is also one of three ships named in honor of the victims of Sept. 11, alongside the San Antonio-class amphibious transport dock ships USS New York (LPD 21) and USS Somerset (LPD 25).
