CLAY NATIONAL GUARD CENTER, Ga. -- Soldiers, families, and guests assembled in Hangar 1 at the Clay National Guard Center on Oct. 19, 2025, to attend the Change of Responsibility Ceremony for the 78th Aviation Troop Command. During the event, Command Sgt. Maj. Clint E. Cowser formally passed his responsibilities as the senior enlisted leader to Command Sgt. Maj. Meara E. Brown. Colonel Christopher M. Buck, commander of the 78th Aviation Troop Command, presided over the ceremony. The ceremony followed traditional military protocols, symbolizing the transfer of responsibilities and trust between outgoing and incoming command sergeants major. Attendees included Soldiers, family members, and leaders from across the command.
Col. Buck addressed the assembly, commending CSM Cowser for his steadfast service and welcoming CSM Brown to her new leadership role.
"As we bid farewell to one great leader, we welcome another. CSM Brown is the natural fit for the 78th Aviation Troop Command. She brings with her a vast wealth of knowledge and operational experience that will allow her to undoubtedly have a lasting impact on this organization. I look forward to watching her mold and enable the next generation of NCOs within this formation."
Outgoing CSM Cowser offered reflections on his tenure and expressed thanks to the Soldiers and leadership whom he served alongside.
"It has truly been an honor to serve alongside such an exceptional team of dedicated professionals. The past 27 months we have come together over time through mutual respect, shared understanding and common experiences to build trust within the organization."
Incoming CSM Brown accepted her new role with enthusiasm, emphasizing her vision for leadership and growth within the brigade.
“It is an honor to be standing here today to take the reins of this exceptional brigade.”
She underscored the importance of noncommissioned officers to the unit’s success.
“I am committed to empowering noncommissioned officers, who have been the backbone of this brigade. Your leadership, expertise, and commitment are vital to our success.”
CSM Brown highlighted her intent to create a positive environment for professional development and innovation.
“Together we will foster an environment where every NCO is trained, equipped, supported, and empowered to lead and innovate.”
Finally, she reaffirmed the value of every Soldier in the unit and her dedication to their well-being.
“Our soldiers are the heart of everything we do. Together we will cultivate an environment where every soldier can thrive.”
The Change of Responsibility Ceremony remains a cornerstone of Army tradition, reinforcing the importance of continuity, accountability, and the noncommissioned officer's central role within the command.
