    In a demonstration of international collaboration and commitment to regional stability, Special Operations Command Africa Civil Affairs (91st CA BN) joined forces with Libyan Security Forces, local medical providers, and the Director of the Department of Health in Zliten to execute a Medical Civic Action Program (MEDCAP). This event showcased the shared dedication of the United States and Libya to enhancing healthcare access and disaster response capabilities for the Libyan people.

    “This event deepens the U.S.-Libya partnership by advancing the readiness of military medical teams and expanding healthcare access for Libyan communities,” said a participating U.S. official. “It serves as a platform for knowledge exchange, promoting collaboration and reinforcing a shared vision for long-term stability.”

    The MEDCAP initiative brought together 10 local medical providers, including two female practitioners, alongside U.S. and Libyan forces, to address healthcare challenges and build emergency response readiness. A key component of the MEDEX was the construction of a “proof of concept” rapid field clinic, designed to enhance medical readiness and humanitarian assistance and disaster relief (HADR) skills. This effort ensures that both American and Libyan teams are equipped to respond swiftly to natural disasters or emergencies, even when local hospitals or clinics are inaccessible.

    “This MEDCAP highlighted the U.S. Army Civil Affairs' role in humanitarian assistance and disaster relief, equipping our partners with the knowledge to independently establish field clinics in the future,” said the team lead for the exercise. “It also provided valuable insights into emergency response procedures, allowing us to tailor future training to further enhance readiness and capacity.”

    The MEDCAP serves as a reminder of the United States’ dedication to forging strong partnerships and empowering communities. By working closely with Libyan counterparts, MEDCAP initiatives continue to enhance medical capabilities, improve disaster response readiness, and address shared challenges to advance regional security and preparedness.
