LIBREVILLE, Gabon — The U.S. Army’s 91st Civil Affairs Battalion concluded a Joint Combined Exchange Training (JCET) with members of the Agence Nationale des Parcs Nationaux (ANPN) near Libreville, Gabon, on Sept. 25, 2025.
During the training, forces focused on civil-military operations, including civil engagement, mission analysis, troop-leading procedures and dismounted battle drills. The JCET refined skills practiced by Gabon’s conservation teams, ensuring both U.S. and Gabonese forces are equipped to address challenges, such as poaching, while building operational synchronization.
“Over the past four weeks, we’ve helped train our ANPN partners on civil engagements, civil reconnaissance, civil network development, as well as force protection measures that will help them better protect the national parks of Gabon,” said team lead U.S. Army Capt. Oliver Borsay, 91st Civil Affairs Battalion. “This training has helped us understand the problems concerning lack of critical infrastructure and security that some of the populations are facing.”
The training required ANPN rangers to apply foundational skills learned throughout the JCET in a simulated operational environment across two villages in Akanda National Park. Using troop-leading procedures, the rangers planned and executed missions involving the skills learned during the training.
“Programs like this reflect our enduring partnership to ensure the safety and security of our citizens and our commitment to regional peace and security,” said U.S. Air Force Lt. Col. Chris Plume, senior defense official and defense attaché at the U.S. Embassy. “This training has been about interoperability, leadership, and trust. It has focused on the principles of civil engagement and the development of survival skills. My hope is that this training enhances ANPN’s ability to execute its mission of protecting Gabon’s natural resources.”
These joint efforts enhance U.S. military readiness through developing U.S. service members abilities in language, training abilities, and planning alongside foreign forces in an unfamiliar environment, all while fostering greater collaboration in addressing regional challenges.
