Naval Facilities Engineering Systems Command Northwest

Naval Facilities Engineering Systems Command (NAVFAC) Northwest awarded Absher Construction Company of Puyallup, Washington, a $47 million firm-fixed-price contract for a pressurized, bulk fuel hydrant fueling system supporting increased fuel distribution requirements of the P-8A Poseidon aircraft, and other large frame aircrafts transiting through Commander, Navy Region Northwest’s area of responsibility, Sept. 24.

Additional components of the construction scope include the installation of a pressurized fuel loop around the expanded apron south of taxiway D, isolation valve pits, high and low point vents, drain pits, and other associated fueling infrastructure in line with Department of War design standards. The plan also includes constructing a new fuel pump hose, laying buried fuel pipelines, modifying the existing fuel infrastructure to support bidirectional fuel flow, flight line pavement repairs, installation of stormwater management systems, and considerations for dewatering and future phased construction.

The work will be performed at Naval Air Station (NAS) Whidbey Island in Oak Harbor, Washington, and is slated for completion by October 2027.

“Investing in this infrastructure today ensures the Navy’s operational forces remain ready to meet tomorrow’s challenges across the world,” said Capt. Nathan Gammache, NAS Whidbey Island’s Commanding Officer. “As we continue to operate in an increasingly complex security environment, these efforts ensure our warfighters have the modern, resilient facilities they need to train, operate, and respond decisively in defense of our nation.”
