FORT LEAVENWORTH, Kansas - As part of the Army Transformation Initiative, the Army Management Staff College is realigning and reforming Army Civilian Professional education.
While several course changes go into effect on Oct. 1, 2025, the Civilian Education System will remain a key leadership development program for Army Civilian Professionals with enhanced learning experiences.
Established in 1987, AMSC has experienced changes over the years; to include organizational mergers, policy changes, and the creation of the Civilian Education System in 2007.
According to Ms. Julia Bell, Acting Director, AMSC, the system offers structured education through multiple modalities at critical career points, helping supervisors build the skills, training and knowledge needed to lead effectively.
“The Army Management Staff College remains committed to its mission to educate and develop the Army Civilian Corps for leadership and management responsibilities throughout the Army,” Bell said.
Course Rebranding
AMSC will continue to offer all leader development education for Army Civilian Professionals to include the Foundation, Basic and Intermediate courses.
Some of these courses will be renamed with little to no change to the existing curriculum.
The Basic and Intermediate Courses will become the Direct Leadership Course and the Organizational Leadership Course to better align with established leadership frameworks found in the Army Doctrine Publication 6-22, Army Leadership and the Profession.
The self-paced distance learning Organizational Leader Development Course is changing to the Leader Development Course while the Continued Education for Senior Leader – Strategic Leadership will be introduced as an executive seminar aligning with the Strategic Leadership Level.
Course Elimination
Recent workforce reductions through the Deferred Resignation Program necessitated elimination of some course offerings.
Eliminated courses include the Advanced Course, virtual offerings of the Secretary of the Army Leader Development Seminar, the Data Foundations Seminar, and the Business Transformation Seminar.
Department Realignment
In addition to the course name changes and realignments, the structure within AMSC will see adjustments to allow for continued support to civilian education and training.
Two synchronous CES teaching departments are merging to deliver education for Army Civilians in grades GS 10-15. The new department will offer the Organizational Leadership Course, the Enterprise Leadership Course, and the Continuing Education for Senior Leaders-Strategic Leadership Seminar.
Despite the changes, AMSC will continue to offer a varied and practical approach to learning to prepare civilian professionals and equip them with the tools they need to succeed and make a real impact as leaders.
“There is no time better than the present for Army Civilians to continue self-development and no better way to do it than through the Army Management Staff College Civilian Education System premier leader development experience,” Bell said.
