    Naval Facilities Engineering Systems Command Washington

    BETHESDA, Md. – Naval Facilities Engineering Systems Command (NAVFAC) Washington hosted a Course of Action (COA) workshop to identify future actions in the Installation Development Plan (IDP) for Naval Support Activity (NSA) Bethesda.

    The collaborative workshop was built upon the foundation of January’s Vision Workshop, which defined NSA Bethesda’s mission to support ‘a legacy of excellence in military health care, education and research for warfighters, beneficiaries and the greater community. NSA Bethesda provides modern, flexible, resilient infrastructure to enable tenants to meet their missions, foster partnerships and develop the next generation of health care professionals.’

    During the three-day COA workshop, which started on Sept. 9, teams of planners and NSA Bethesda stakeholders evaluated strategic approaches that included traditional approach to focus on facility renovation with minimum resources and an aggressive approach utilizing maximum resources to address current missions while accounting for future expansion requirements.

    Jonathan Bibbins, a core planner with NAVFAC Washington said the workshop’s methodology transformed previously identified capability gaps and planning actions into comprehensive COA solutions.

    “We addressed capability gaps with traditional, progressive and aggressive approaches. The preferred approach included new construction and renovation, while accounting for limited resources to meet long-term needs,” said Bibbins. “This workshop represents a critical milestone in our strategic planning process. And by engaging each stakeholder in this collaborative approach, we’re ensuring our infrastructure development aligns with current mission requirements and future operational needs.”

    Participants collaborated to develop a preferred development and phasing plan that integrates the most effective elements from each approach scenario. The preferred plan is expected to be presented to the Installation Commander for approval before the IDP is finalized for signature, marking the next phase in NSA Bethesda’s development.

    The workshop was held at NSA Bethesda’s United Service Organizations Warrior and Family Center and brought together contractors and installation stakeholders to advance the IDP.
