    Naval Facilities Engineering Systems Command Atlantic

    Naval Facilities Engineering Systems Command (NAVFAC) Atlantic awarded HDR Engineering, Inc., of Colorado Springs, Colorado, an indefinite-delivery/indefinite-quantity (IDIQ) contract (N62470-25-D-0011) for professional services to support the Navy’s Public Works Directorate across NAVFAC’s Atlantic area of operations, with work concentrated in the continental United States, the Caribbean, Europe, Africa and Southwestern Asia. The contract has a maximum value of $60 million and includes a 12-month base period with four one-year option periods for a potential performance period of up to 60 months, concluding no later than Sept. 17, 2030.

    The contract will strengthen day-to-day public works functions—keeping inventories accurate, records current and logistics synchronized—while streamlining business processes across the directorate. Expected tasking includes developing reports and technical studies, drafting specifications, conducting field surveys and systems analyses, improving supply chain practices, creating and delivering training, and providing research-based recommendations to drive efficiency and control costs.

    “The purpose of this contract is to ultimately enhance shore readiness,” said Michael Ryan, architect with NAVFAC Atlantic Public Works Facilities Management and Sustainment. “Robust shore infrastructure is critical to support the Navy’s ability to project ships, aircraft, Marines and expeditionary forces anywhere in the world to meet the nation’s needs. This contract will bolster operations, inventory and logistics management, ensuring the long-term integrity of our infrastructure and a safe and reliable environment for our sailors, Marines, civilians and families.”

    The award was competed on the System for Award Management (SAM) Contract Opportunities website, with three proposals received. HDR Engineering was selected using a best-value source selection that considered nonprice factors: corporate experience; technical and management approach; safety; small business utilization and participation; and past performance; along with price. The contractor’s overall proposal was determined to represent the best value to the government.

    Funding for the contract will primarily come from Operations and Maintenance, Navy, appropriations. In accordance with IDIQ practices, no program funds are obligated on the basic award beyond the minimum guarantee; a $10,000 minimum was obligated at award and will be placed on the first task order using fiscal 2025 Operations and Maintenance, Navy, funds. The base period of performance runs from Sept. 18, 2025, through Sept. 17, 2026. If all options are exercised, work could continue through Sept. 17, 2030. NAVFAC Atlantic, Norfolk, Virginia, is the contracting activity.
