WASHINGTON, D.C. – Naval Facilities Engineering Systems Command (NAVFAC) Washington announced the assignment of Lt. Gregory Amaral as Assistant Resident Officer In Charge of Construction (ROICC) at Joint Base Andrews, where he will support critical military construction projects across Andrews and Anacostia-Bolling installations.

Amaral joins NAVFAC Washington after serving overseas assignments that included construction manager at NAVFAC Pacific, station at the Facilities, Engineering and Acquisition Division Camp Butler in Okinawa, Japan, and disaster preparedness officer at Naval Support Activity Bahrain. His international experience includes managing barracks renovations that value approximately $15 million each and developing evacuation protocols for 10,000 service members, civilians and families.

“Being a Civil Engineer Corps (CEC) Officer seemed like a great opportunity to practice the civil engineering profession while traveling the world and serving the country,” said Amaral, reflecting on his decision to join the CEC Collegiate program during his studies at the University of Maryland. “It seemed like an exciting and educational career path to embark on.”

The Maryland native returned to the National Capital Region to be closer to family while supporting his wife’s career development. His assignment to ROICC Andrews places him at the center of NAVFAC Washington’s mission to deliver high-quality facilities for military operations.

“My duties are generally to support ROICC Joint Base Andrews in our mission of managing several large military construction projects,” Amaral explained. “The team is already performing at such a high level. I will give my best effort to remove road blocks and speed up processes to enable our team to continue to provide high-quality facilities to our end users according to plan.”

Amaral’s leadership philosophy centers on understanding and compassion. “Before you judge someone, walk a mile in their shoes,” he said, emphasizing the importance of empathy in professional relationships.

NAVFAC Washington plans, builds and maintains sustainable facilities and delivers best-value public works, utilities, transportation, environmental, real property, energy and facilities engineering and acquisition services to support Naval District Washington; Navy, Marine Corps and Joint Installations; and Federal activities throughout the National Capital Region.
