Naval Facilities Engineering Systems Command (NAVFAC) Atlantic awarded HDR Environmental, Operations & Construction, Inc., of Englewood, Colorado, an indefinite-delivery/indefinite-quantity contract (N62470-25-D-0010) with a maximum value of $75 million to provide marine resources monitoring and program management services across NAVFAC’s Atlantic and Pacific areas of responsibility worldwide.
The award includes a 12-month base period and four one-year options for a potential performance period of up to 60 months, extending no later than September 2030. Fiscal year 2025 U.S. Fleet Forces funds of $5,000 are obligated to satisfy the contract’s minimum guarantee and will expire at the end of the current fiscal year.
Work under the contract will support U.S. Navy environmental compliance and regulatory reporting tied to at-sea training and testing. The scope includes monitoring and analysis required under federal statutes and regulations such as the Endangered Species Act and the Marine Mammal Protection Act, as well as applicable Department of Defense and Navy environmental readiness instructions. Services performed outside the United States or its territorial waters will align with international and host nation laws and regulations.
“This contract supports military readiness through at-sea training and testing compliance with federal laws and regulations that protect marine species,” said Joel T. Bell, senior marine resources specialist with NAVFAC Atlantic, Environmental Conservation — Marine Resources. “AFTT and HCTT are the major training and testing compliance initiatives, but there are several others. They all have permits and authorizations issued by National Marine Fisheries Service under the Marine Mammal Protection Act and Endangered Species Act that require monitoring. This contract is our primary vehicle to fund the majority of the monitoring projects focused on better understanding how training and testing activities might be impacting marine mammals, sea turtles and protected species of fish. In this particular case, the contractor is also our partner in helping to manage and coordinate the program.”
The contract was competed on an unrestricted basis via the Procurement Integrated Enterprise Environment Solicitation Module and SAM.gov, using Federal Acquisition Regulation Part 15 best-value tradeoff source-selection procedures. One proposal was received and evaluated. The NAVFAC Atlantic contracting office in Norfolk, Virginia, is the contracting activity.
