    NSGL and Lake County Expand Partnership Through New IGSA

    Naval Station Great Lakes (NSGL) and Lake County have entered into a new intergovernmental support agreement (IGSA) to help pave the way for one of the largest housing demolition projects in the Navy’s history.

    “This is a historic event, as this agreement is the first in Navy history focused solely on the demolition of obsolete housing,” said Capt. Stephen Yargosz, commanding officer, Naval Station Great Lakes. “It is also the largest known housing demolition effort under an IGSA across the entire Department of Defense.”

    Through the agreement, NSGL can now use Lake County’s job order contract services for demolition and other work. This approach streamlines the process for awarding and completing routine projects, reducing costs by leveraging shared contracts and economies of scale. Lake County contracts with third-party providers to deliver these services locally.

    “This IGSA is one of two agreements we have with Lake County. Together, they cover demolition, material procurement, spoils removal and stormwater management, with an estimated annual savings of $10.7 million,” said Mike Quinlan, community planning liaison officer, NSGL. “While these operational benefits are important, the true success lies in the partnership itself.”

    The IGSA will help facilitate the demolition of the 89-acre Halsey Village site. Once home to 351 housing units for Navy personnel and their families, the now-vacant property will be cleared to make way for future development opportunities.
    “We are excited to partner with Lake County and the broader local community on the demolition of Halsey Village, the environmental remediation of the site, and the future development that will bring lasting benefits to the entire region,” Yargosz said.

    Congress authorized the use of IGSAs in 2013 to allow military installations to partner with local and state governments to share services. This is the second IGSA between Lake County and NSGL in the past year. In 2024, Lake County began providing sand, gravel and soil removal for NSGL, as well as assisting with material procurement.
