    104th Fighter Wing

    The Massachusetts National Guard's SPP began with Paraguay in 2001 under the broader U.S. Department of Defense SPP. This program, part of the National Guard Bureau, facilitates military-to-military engagements and broader interagency collaborations between the two entities.

    Among the visitors, Paraguay Air Force Lt. Col. Fabio Crispin Candia, a pilot for the Paraguay Air Force, spoke on the significance of collaboration and the continued partnership through the SPP.

    “The enduring partnership between Paraguay and the Massachusetts National Guard is grounded in friendship, mutual respect, and a shared commitment to progress,” said Candia.

    The partnership aims to enhance defense security goals and foster relationships across various sectors, including military, government, economic, and social spheres.

    “Our recent visit to the 104th Fighter Wing highlights the importance of working together to strengthen our capabilities, share knowledge, and embrace new technologies,” said Candia. “Through this cooperation, we are taking decisive steps to modernize the Paraguayan Air Force, ensuring it is ready to face the challenges of today and the opportunities of tomorrow.”

    The three-day visit was led by U.S. Air Force Lt. Col. Jeremy Dugan, the A-Staff commander at the 104th Fighter Wing. The tours included briefs about base history and tours of the different maintenance hangars. Dugan explained how the goal of strengthening communications and to inspire new ideas of operations can be improved by powered conversation throughout the visit.

    “This visit from the Paraguay Air Force marks a significant step in strengthening our strategic partnership,” said Dugan. “By sharing expertise in aircraft maintenance, flying operations, and exploring future joint exercises, both in Paraguay and Massachusetts, we are building vital partner capacity and solidifying alliances necessary to navigate the complexities of Great Power Competition.”

    On the final day of their visit, U.S. Air Force Col. David ‘Moon’ Halasi-Kun, the 104th Fighter Wing Commander, described his gratitude for their visit and thanked them for their continued partnership. The SPP with Paraguay has fostered a strong, mutually beneficial relationship over more than two decades, and the 104th Fighter Wing looks forward to the years to come, said Halasi-Kun.
