Fort George G. Meade, MD - U.S. Air Force Colonel Celina E. Noyes, 70th Intelligence, Surveillance and Reconnaissance Wing commander, relinquished command to U.S. Air Force Colonel Charles L. Carter, during a change of command ceremony June 26, 2025, at Fort George G. Meade Maryland. U.S. Air Force Major General Larry R. Broadwell, 16th Air Force (Air Force cyber) deputy commander, Joint Base San Antonio, Texas, presided over the ceremony.
Carter brings a wealth of experience to the unit with assignments that include director of Intelligence, Reconnaissance, and Surveillance, U.S. Air Forces in Europe, and U.S. Air Forces Africa. He has served in several operational assignments at various levels and completed five contingency deployments.
He expressed gratitude for Noyes’ support, who was his supervisor in his last position. “I am grateful for your advice and mentorship both as my commander and supervisor in my last position, and now as I follow you as the next 70th ISR Wing Commander. I will endeavor to build on the success the Roosters have achieved under your leadership.”
Addressing the wing for the first time, Carter said he was proud to join the ranks in this role. “I have had the opportunity to serve with this wing several times, seeing firsthand the important issues, and the huge impact that the 70th ISR wing has in defending our nation.”
“As I take this guidon, it is my honor, and privilege to serve as your commander. Please know that I will be your strongest advocate to ensure that you have the tools you need to succeed.”
Additionally, he thanked Broadwell for presiding over the ceremony and the opportunity to lead as wing commander.
In his remarks, Broadwell explained the significance of a change of command ceremony, and how it serves as a significant milestone in an organization’s history. “This is more than just a formal ceremony. It honors the accomplishments of the outgoing commander and inspires confidence in the new one,” he said.
“It provides an opportunity to pause, reflect on recent accomplishments and look forward to what lies ahead with commitment to excellence in all we do.”
He said of Noyes’ dedication and efforts during her time as wing commander, “Colonel Noyes defended this wing, it’s mission and it’s airmen every single day.”
Her guidance built cryptological framework, and spearheaded projects that will serve us greatly in future conflict, Broadwell said. “She constantly challenged bureaucracy, and her leadership synchronized mission sets.”
In her farewell speech, Noyes thanked the wing and the teams who supported her over the last two years. “It has been an incredible two years, and I cannot wait to see what you all achieve next.”
Established in 1941 as the 70th Observation Group, the 70th ISRW has 6,200 Total Force Airmen assigned to six groups, 23 squadrons and 3 detachments spanning 28 locations worldwide. It conducts global ISR in air, space, and cyberspace.
It is primarily partnered with National Security Agency professionals in support of national intelligence needs and builds partnerships across the intelligence community to back the Air Force and joint force requirement. The wing’s mission is to lead the cryptologic mission through empowered talent and cutting-edge technology in relentless pursuit of the hardest targets.
