Seventeen uniformed men and women are regional finalists for the 1998-1999 class of White House fellows.

White House fellows spend a year serving the president as full-time paid special assistants to members of the Cabinet and senior White House staff. They also take part in an education program that includes off-the-record meetings with high-ranking government officials, scholars, journalists and private-sector leaders.

The service members are among 83 regional-level finalists from 24 states and the District of Columbia. Only about one in five will win. Panels in Washington, Boston, Atlanta, Chicago and Los Angeles will interview the candidates in April and select up to 30 for June interview with the president's fellowship commission. About 11 to 19 usually receive recommendations for appointment.

The White House Fellowship program was established in 1964. The nearly 500 program alumni include retired Army Gen. Colin L. Powell, former chairman of the Joint Chiefs of Staff, and Army Gen. Wesley K. Clark, supreme allied commander, Europe.

Program officials said selection criteria for fellowships include a record of remarkable achievement early in their careers, the skills required to serve at the highest levels of government, professional leadership potential, and public service record.

Only U.S. citizens may apply; federal civilian employees are ineligible. The next 1999-2000 program application deadline is Feb. 1, 1999. The fellowship program runs from Sept. 1 through Aug. 31 of every year.
