The Quadrennial Defense Review is due to be released on schedule Sept. 30, DoD officials said today.

The QDR report will form the basis behind reshaping the U.S. military. Its implications span the gamut of the department from defense strategy to force size to equipment.

QDR planning started in 2000, DoD officials said. When the new administration took office in January, President Bush asked Defense Secretary Donald Rumsfeld to conduct his own strategic review of the U.S. military. Rumsfeld took the results of his study and used them to set the terms of reference for the QDR.

DoD officials said that even when released, the Quadrennial Defense Review will be just a starting point. "There is a statutory date (for submission of the report), and we will submit something when that date arrives," Rumsfeld said during an August news conference. "As I have indicated previously, there's no doubt in my mind but that out of this QDR will come things that we want to continue to look at or go beyond and may require additional analytical work."
