Hall, Juhl Recognized for NATO Work

Defense Secretary William S. Cohen honored two Americans instrumental in shaping NATO to meet the challenges of the 21st Century.

Cohen presented the Department of Defense Medal for Distinguished Public Service to Robert B. Hall and the Secretary of Defense Medal for Meritorious Civilian Service to Clarence H. Juhl during a ceremony Dec. 5 preceding the NATO meetings here. Hall is the secretary of defense representative for Europe and defense advisor to the U.S. ambassador to NATO; Juhl is the deputy defense advisor.

Hall was cited for his work in helping develop the Defense Capabilities Initiative. The DCI is a blueprint the alliance must follow in order to support more mobile and flexible forces. NATO leaders pledged to support the program during the Washington Summit of April 1999.

Cohen also praised Hall for his work with NATO’s Partnership for Peace program. He said Hall’s enhancements have improved the Membership Action Plans that candidate nations can follow to qualify for membership in the alliance.

Cohen cited Juhl for his work on the DCI and for his efforts in revising the NATO Strategic Concept. Cohen said Julh has “an ear well-tuned to European politics and a deep feel for the Byzantine work culture of the alliance.”
