Fleet and Family Readiness Support Services was established to consolidate Fleet & Family Readiness (FFR) functions, maximize front line resourcing, and enhance auditability for all Fleet and Family Readiness Programs.
Fleet and Family Readiness Support Services (N94) is one of more than 30 N-codes at Commander, Navy Region Hawaii (CNRH).
N-codes are the operational backbone of a Navy command. Each N-code functions as department with a specific set of responsibilities and dedicated staff. Many N-codes have sub-codes that oversee specific programs. The N-code system was developed to provide a structure of the U.S. Navy for the chief of naval operations organization, which is typically illustrated in the command’s organizational chart.
Ed Echols is CNRH’s Fleet and Family Readiness Support Services director.
The program’s consolidated management support functions include non-appropriated fund (NAF) human resources, marketing, training, NAF accounting, NAF procurement, NAF IT, and NAF administration.
N94 is a subordinate department under Fleet and Family Readiness (N9) and is located at 620 Main Street in Building 3456 on Joint Base Pearl Harbor-Hickam.
Fleet and Family Readiness Support Services is staffed by 52 employees whose responsibilities include:
• NAF Human Resources (N941) supports CNRH and its two installations with workforce planning, staffing and recruitment, benefit administration, payroll administration, Official Personnel File (OPF) management, security clearance, and more.
• The Regional Marketing Office (N94P) provides a range of products and services focused on building awareness, support, and participation in FFR Quality of Life programs at the region and installation levels.
• NAF Accounting (N948) works diligently to ensure accuracy, proper allocation, and reconciliation of funding for N9 programs across the region.
• NAF IT (N96Q) supports the fleet, fighter, and family by ensuring continuity, integrity, and availability of NAF information technology services and assets.
• NAF Procurement (N945) provides contracting and purchasing support for the following NAF programs throughout the region: Child & Youth Programs, Food & Beverage, Recreation & Liberty Centers, Recreation & Liberty Centers, Fitness Centers and the Warfighter Services Program.
“All of our FFR Support Services team members are prepared and ready to support the N9 programs in every way possible,” said Echols. “With effective management, reporting and communication, FFR Support Services provides leadership with timely and accurate metrics to support decision making, and to enhance well-being, resilience, and retention of service members and families.”
Echols noted that according to recent statistics, expanded outreach strategies and increasing brand and job visibility are making a difference: the number of employee separations are slowly decreasing, paving the way for longer range benefits.
“In October 2024, we implemented a new FFR Employee Experience (EX) initiative to assist with employee turnover reduction and improve employee job satisfaction,” he added. “CNRH can trust that the programs and the people of FFR Support Services will continue to strive for the goal of becoming the best prepared workforce to understand and improve the quality of service.”
