REDSTONE ARSENAL, Ala. – The U.S. Army Space and Missile Defense Command’s senior civilian demonstrated the command’s continued commitment for meaningful exchanges and to provide industry with potential opportunities as early as possible for contract planning purposes.
Richard P. De Fatta, USASMDC deputy to the commanding general, addressed the Army Contracting Command-Redstone Arsenal Procurement Acquisition Lead Time session June 23 at Redstone Arsenal’s Bob Jones Auditorium.
“PALT provides the opportunity to provide direct feedback and information to an enormous portion of the Team Redstone support community,” De Fatta said. “There were hundreds attending in person, and more than 800 attending online. This represents a very high and significant portion of industry representatives from our prospective vendors. With all of the changes impacting our current and projected operations and priorities, the PALT session allows me to relate, to the greatest extent possible considering releasability, our anticipated path forward, command priorities, and expected opportunities.”
ACC-RSA has been conducting PALT sessions with its mission and industry partners since 2020. In an attempt to reach as wide of an industry base as possible, the session was a hybrid event with both in-person and online options.
PALT is a metric used in government contracting to measure the time it takes to complete the actions leading to a contract award. It is the time between when a contracting officer accepts a complete acquisition package and when a contract or order is awarded.
“We are executing our mission in a highly volatile, challenging, and changing operational and administrative environment,” De Fatta said. “Reorganizational developments and directed resourcing changes have impacted our operations and priorities are being realigned to meet the administration’s Department of Defense mission realignment and priorities. While we are challenged in the area of resources, we remain on path to complete our assigned mission. Personnel reductions have not significantly impacted the way we do business or our ability to achieve mission success, but there will be changes forthcoming.”
The session included ACC-RSA, USASMDC, Aviation and Missile Command, Program Executive Office Aviation, PEO Missiles & Space, PEO Intelligence, Electronic Warfare & Sensors, and U.S. Army Combat Capabilities Development Command Aviation & Missile Center contracting and program management senior leaders.
During the event, briefers take live questions from the attendees, allowing industry to ask real time questions of the senior leaders.
“It's extremely important for this type of venue to cross level expectations and provide a forum to address concerns, rumors, and reality,” De Fatta said.
Mary A. Birdsong, director of SMDC’s Office of Small Business Programs, added that SMDC is an integral mission partner with ACC-Redstone and the PALT session allows SMDC to convey its mission and future operations to industry.
“PALT is an event to communicate SMDC’s operational and institutional environment, while also highlighting select contract requirements,” Birdsong said. “The PALT session enables SMDC mission transparency for industry feedback and participation and affords small businesses the opportunity to network with Army program and contracting personnel, while also developing industry partners as well.”
