A dedicated team from the Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) Close-In Weapon System (CIWS)/Radar Division (N7M2) successfully executed a $48 million multiple-award contract for the manufacture of the Optical Dome Lens used in the Air Intercept Missile (AIM)-9 Sidewinder; a vital step in strengthening the Navy’s supply chain and ensuring fleet readiness.
Spearheading this complex procurement were Sarah Ream, Deputy Director of Surface Maritime, and Royce Hoffman, Deputy Director of Sub-surface Maritime, who served as the Source Selection Authorities and Contracting Officers. Supporting their efforts was Contract Specialist and Divisional Team Lead Justin Long, whose leadership helped drive the acquisition forward in alignment with mission priorities.
Together, the team not only navigated the technical and regulatory requirements of this mission-critical buy but also exceeded federal acquisition goals by awarding the contract to two small businesses: surpassing the Federal Acquisition Regulation (FAR) 19.503 – Reserves requirement. This achievement reflects a broader commitment to both industrial base expansion and warfighter readiness.
“The Optical Dome multiple-award contract is more than just a procurement—it’s a strategic investment in precision, innovation, and readiness,” said Sarah Ream, NAVSUP WSS, Deputy Director Surface Maritime.
Their work also marked a historic first for NAVSUP WSS: the contract was the first-ever executed using the command’s new enterprise contract writing system, electronic Procurement System (ePS SUP), representing a significant milestone in NAVSUP WSS’s digital transformation.
Thanks to the expertise and coordination of Ream, Hoffman, and Long, the Optical Dome Lens, an essential component that serves as the infrared “eye” of the AIM-9M, will continue to be produced and supplied to support operational missile systems across the Navy, Marine Corps, Air Force, and allied nations.
