VISAKHAPATNAM, India –U.S. and Indian forces implemented a Combined Coordination Center (CCC), a vital element for defense collaboration between the two countries, during the annual Tiger Triumph 2025 bilateral exercise.
U.S. Army Pacific’s Third Multi-Domain Task Force (3MDTF) established the Combined Information and Effects Fusion Cell (CIEFC) within the CCC at the Maritime Warfare Center, seamlessly connecting CTF 70 and the Eastern Naval Command to promote maritime, land, and air domain awareness and synchronize bilateral military operations.
The CIEFC integrates U.S. joint service members from the Army, Navy, Air Force, and Marine Corps alongside their counterparts in the Armed Forces of the Indian Army, Navy, Air Force, and Marine Corps.
U.S. Forces seized opportunities to share information at the unclassified level. The Third Multi-Domain Task Force partnered with the Air Force Tactical Exploitation of National Capabilities (AFTENCAP) to deploy CLEVER SHEPARD. This website-enabled platform creates a common operating picture allowing U.S. and India joint task force commanders to rapidly make decisions.
“Platform’s like these increase the effectiveness of interoperability and bilateral planning to ensure a ready response to a Humanitarian Assistance Disaster Response (HADR) crises or other scenario,” said Sgt First Class. Luther C. Mack III, Non-Commissioned Officer in Charge (NCOIC) of the 3MDTF CIEFC and the U.S. joint forces participating in Tiger Triumph.
CIEFC-integrated platforms like CLEVER SHEPARD provide participants with an environment that fuses unclassified data streams with commercial tools for sharing and direct collaboration between the two nations. During a bilateral military exercise, the ability to cross-collaborate on a digital platform is an invaluable resource ensuring clear communication for rapid decision-making.
Tiger Triumph is a joint and combined U.S.-India exercise focused on humanitarian assistance and disaster response readiness. The exercise enables U.S. and Indian armed forces to improve interoperability and enhance bilateral joint and service readiness in the Indian Ocean region and beyond to support a free and open Indo-Pacific. Tiger Triumph 25 began on April 1 and concluded on April 13, 2025.
