Flintlock 2025’s Senior Leader Day gathered military and civic leaders from more than 30 nations to discuss the threat of non-kinetic, terrorist-based operations April 25, 2025.
The event, hosted by Côte d’Ivoire, highlighted trends and adversarial impacts that non-traditional methods bring to the modern-day battlefield.
“Our adversaries know they can leverage the speed of information against us, creating an asymmetric advantage if left untouched and unencumbered,” said U.S. Marine Corps Gen. Michael Langley, Commander of U.S. Africa Command. “We must punch back with effect together through information sharing and investing in innovative technologies.”
During discussions, leaders shared steps and countermeasures their organizations are taking to strengthen the resilience of their people and systems. Subject matter experts also discussed how to identify and detect the spread of terrorist-born, non-kinetic influence while building positive civilian-military relations to increase confidence and credibility.
“All conflicts begin with perceptions before they spread to kinetic operations,” said Brig. Gen. Tibé Bi, Ivorian Special Forces commander. “Our goal here is to strengthen our knowledge on how to combat misperceptions so we can return to our own militaries to further our doctrines, tactics and procedures.”
Côte d’Ivoire and its partners commitment to lead regional security operations and create a united front against transnational threats underscores the significance of Flintlock 2025.
