BAUMHOLDER, Germany - U.S. Soldiers from the 40th Transportation Company conducted a Change of Responsibility at the Hall of Champions in Baumholder, Germany, on March 7, 2025.
Hosted by Company Commander CPT Dorland Tucker, the ceremony represents the responsibilities of the outgoing First Sergeant (1SG) Travis Stokes, who will be transferring his role to the incoming 1SG Renee Skipper.
The ceremony begins with a welcome and an invocation, marking its official start.
The Change of Responsibility involves SFC Creasasio Herbert handing the guide arm to 1SG Stokes. 1SG Stokes then passes the guide arm to CPT Tucker, relinquishing his authority over the company. Subsequently, CPT Tucker hands the guide arm to 1SG Skipper, thereby transferring the associated roles and responsibilities.
The guide arm is then returned to SFC Herbert, completing the change of responsibility.
CPT Tucker speaks about the diligence and dedication displayed by 1SG Stokes during his time as the First Sergeant of the 40th Transportation Company.
Both 1SG Stokes and 1SG Skipper deliver their departing and welcoming speeches, respectively. 1SG Stokes is presented with an award of appreciation and is gifted a company hoodie signed by the soldiers.
1SG Skipper’s official promotion takes effect on March 7, 2025, before the ceremony.
1SG Travis Stokes, from Newport News, Virginia, enlisted in the military on August 15, 2008. He completed Basic Combat Training at Fort Benning, Georgia, before continuing to Advanced Individual Training at Fort Lee, Virginia, where he graduated as a Petroleum Supply Specialist. Throughout his career, 1SG Stokes has held numerous leadership positions, including Squad Leader, Army Recruiter, Platoon Sergeant, and Executive Administrative Assistant.
Her combat deployments include Operation Enduring Freedom from 2010 through 2011 and Operation Spartan Shield from 2013 through 2014.
He has completed ten courses in military education, including the Warrior Leaders course and First Sergeant Pre-Command course; furthermore, he holds a Bachelor's Degree in Homeland Security & Emergency Management from Grand Canyon University.
1SG Stokes is also inducted into the Honorable Order of St. Christopher.
1SG Renee Skipper, from Bowie, Maryland, enlisted in the Army on June 23, 2005. She attended Basic Combat Training at Fort Jackson, South Carolina, before moving on to Advanced Individual Training at Fort Lee, Virginia, where she graduated as a Water Supply Specialist.
Throughout her career, 1SG Skipper has held various leadership positions, including Squad Leader, Platoon Sergeant, and Non-Commissioned Officer in Charge (NCOIC) of the Petroleum and Water Branch.
Her combat deployments include participation in Operation Enduring Freedom from 2010 to 2011 and in 2013. She has completed 16 military education courses, including the Master Leaders Course, the Army Recruiter Course, and the Battle Staff Course, earning a spot on the Commandant's List in all three.
In addition to her military training, 1SG Skipper holds a Master’s Degree in Business Administration from Columbia Southern University.
