    NATO Headquarters Sarajevo in conjunction with the Bosnia Herzegovina ministry of defense hosted a five-day workshop to discuss "moveable defence property," specifically the removal of surplus ammunition, weapons and explosives, in Zenica, BiH, March 8 - 13.

    The BiH Law on Defence (2005), which established the single Armed Forces of BiH, contains specific provisions related to "moveable defence property" (including everything from tanks to desks).

    In July 2007 the State and Entities agreed that ownership of this material would be transferred to the State, and NATO HQ Sarajevo facilitated the development and signature of the necessary legal transfer agreement in March 2008.

    The workshop was attended by representatives of the ministry of defense, the BiH Parliamentary Assembly and Presidency, the U.S. Embassy, OSCE, UNDP, EUFOR and NATO HQ Sarajevo.

    Keynote speakers included the minister of defense, the Commander of NATO HQ Sarajevo Brig. Gen. John Bullard, the U.S. Ambassador and the Director of the OSCE Department of Security Cooperation.

    Progress was made in developing recommendations regarding planning and oversight of the disposal process, as required by the March 2008 transfer agreement.

    Additionally, headway was made regarding the destruction procedures, particularly related to profits and transparency, at military and commercial facilities.

    The workshop also produced detailed recommendations for the "return to entities of other property" (i.e. property that is not ammunition or weapons) that is not required by the BiH defence establishment. The recommendations are being considered by the minister of defense.

    NATO HQ Sarajevo, with its international community partners, continues to press for the accelerated destruction of surplus ammunition and weapons.
