A Vice Adm. Robert F. Batchelder Award was presented to Lt. Peter Rivera for his actions as Customer Service Officer for NAVSUP Fleet Logistics Center (FLC) Yokosuka during a ceremony that marked the 30th annual event Sep. 9 at the Jewel of the East galley onboard Commander, Fleet Activities Yokosuka.
The Batchelder Awards are named in memory of the former Inspector General of the Bureau of Supplies and Accounts (now NAVSUP). These awards, presented for operational competence, are awarded to individuals who have made the most significant personal contributions to the supply readiness of the operating forces, according to the Navy League of the United States who sponsors the annual award.
“I believe it is safe to say that in today’s resource challenged environment, there has never been a more appropriate time to recognize the outstanding contributions to supply readiness,” said Scott Hancock, President of the Commodore Perry Region Japan Navy League chapter.
Hancock and the 32nd commander of U.S. Naval Forces Japan (CNFJ) and Commander, Navy Region Japan (CNRJ), Rear Adm. Terry Kraft, presented the award to Rivera.
“It is truly supply readiness that makes operational readiness a reality,” said Kraft, adding that significant contributions made my elite officers like Rivera is what lies at the very essence of a Naval supply officer.
During Kraft’s remarks he quoted the words of Gen. Robert Barrow, Commandant of the Marine Corps in 1980, stating, “Amateurs think about tactics but professionals think about logistics.”
Hancock shared much of the same sentiment saying, “The Navy League understands and deeply appreciates that every battle must be supplied right up to the tip of the spear.”
Rivera’s job had him directly coordinating with Military Sealift Command (MSC), Combined Task Force 73 (CTF 73) and NAVSUP FLC Pearl Harbor (FLCPH) for provisions and stores replenishments while also providing direct material support to Yokosuka home-ported waterfront ship supply officers.
Rivera’s efforts to expand the capabilities of his division and to provide best value service to the customer, let to a 40% increase in ordering points and a near doubling of orders processed by his team, according to the award citation.
“By working with my shipmates and Sailors we were able to ensure that 7th Fleet Sailors were always ready,” said Rivera.
“Today there are more than 3,500 active duty and reserve officers of the Navy Supply Corps responsible for supply and logistics support for the ships of the active fleet and hundreds of Naval shore installations worldwide, providing capabilities through logistics,” said Kraft.
Kraft detailed the extreme significance that earning such an award means.
“To be even considered for the Vice Adm. Batchelder award, a person must go far beyond expectations and must make exceptional contributions to supply readiness and our Navy,” Kraft said.
Next, the person nominated must compete against all other nominated personnel across the entire Navy, said Kraft.
“When your name rises to the top of this list, you have accomplished something pretty special,” Kraft said adding, “Everyone here today that aspires to serve in the world’s greatest Navy, our U.S. Navy, please take note of this special and historic achievement ceremony of Lt. Peter Rivera today and make it a personal and professional mentorship experience.”
