    NORFOLK, VA – Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) awarded Cianbro Corp., Pittsfield, Maine, a $112,468,770, fixed-price-award-fee contract for the design-bid-build construction of a new Dry Dock 4 refueling complex onboard Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia.

    The work is part of the Shipyard Infrastructure Optimization Program (SIOP), and is a continuation of the U.S. Navy commitment to investing in the nation's critical naval facilities.

    SIOP is a holistic plan that integrates all infrastructure and industrial plant equipment investments at the Navy’s four public shipyards to meet nuclear fleet maintenance requirements, as well as improve Navy maintenance capabilities by expanding shipyard capacity and optimizing shipyard configuration.

    SIOP projects are essential to the on-time completion of submarine availabilities at NNSY, and critical to maintaining the Navy’s maritime superiority.

    “I am pleased this important project will enable the Norfolk Naval Shipyard workforce – civilians and Sailors – to safely and efficiently perform the refueling needed to return submarines to the Fleet,” said Mark Edelson, the executive overseeing SIOP for Program Executive Office Industrial Infrastructure. “Continuing investments in our four public shipyards is essential to improving our operational availability, and creating a safe and resilient infrastructure.”

    Work will be performed in Portsmouth, Virginia, and is expected to be completed by December 2025.

    The base price and options 1 and 2 will be awarded in the amount of $108,868,770, with award fee in the amount of $3,600,000, for a total obligated amount of $112,468,770. Fiscal year 2023 Capital Investment Program, other procurement, Navy contract funds in the amount of $112,468,770 are obligated on this award and will not expire at the end of the current fiscal year.

    This contract was competitively procured via the www.sam.gov website, with one offer received. NAVFAC MIDLANT is the contracting activity (N40085-24-C-0001).
