KABUL, Afghanistan - An Afghan-international security force patrolling in the Nad Ali District of Helmand province found a cache of home-made explosive materials Saturday night.
The cache consisted of 250 kilograms (550 lbs.) of ammonium nitrate and other improvised explosive device-making materials.
This amount of AN could have produced nearly 550 kg (1,200 lbs) of explosive material.
Ammonium nitrate-based home-made explosives continue to be used in the production of IEDs causing the majority of civilian and ISAF casualties in Afghanistan.
The Afghan government banned ammonium nitrate-based fertilizers last month. Farmers are encouraged to use fertilizers containing urea nitrate as an alternative. AN is not a good fertilizer for the Afghan soil, and is used almost exclusively for making homemade explosives.
Innocent Afghan citizens are the victims on AN based explosives - at twice the rate of coalition forces.
The decree is fully supported by all ministries: Finance, Interior, Defence, Agriculture, Mining, Public Works, and Rural Development. The decree prohibits the production, transportation, use, sale or storage of AN fertilizer within the territory of the Islamic Republic of Afghanistan.
