    SAN DIEGO – The NAVSUP FLCSD contracting department has been hard at work preparing industry in anticipation of the next U.S. Navy Wireless and Telecommunications Services contract. Valued at $2.7 billion, the FLCSD Wireless Team hosted a two-day virtual pre-solicitation conference, ‘Industry Day,’ aimed to maximize transparency, inform industry partners of requirements, and outline the procurement process on Aug. 22-23.

    "Spiral 4 exemplifies our dedication to delivering essential commercial communication solutions to the U.S. Navy and federal agencies across the nation,” said Tine Thompson, NAVSUP FLCSD DON wireless program manager, who has worked with the DON wireless team for 17 years. “This event marks a significant step towards ensuring mission success and technological advancement for the future.”

    The DON Wireless Spiral 4 contracts are a follow-on acquisition vehicle to the Spiral 3 contracts. These contracts will allow DOD and federal civilian agencies to purchase carrier services, accompanying devices, and other features of an agency’s mobile environment, at significant cost savings.
    Lisa White, NAVSUP FLCSD management analyst, began the presentations with a brief on the DON Wireless Services procurement history through current Spiral 3 performance metrics, highlighting the DON and federal agencies' cost savings.

    Thompson and Timothy Puvogel, DOD CIO C3I, lead technical advisor, picked up after White, conducting a review of the key requirement areas. Each delved into different technical aspects of the Performance Work Statement; their briefs were designed to facilitate mutual comprehension between the government and industry partners.

    NAVSUP FLCSD Procuring Contracting Officer Juana Perez, wrapped up the series by providing an in-depth overview of the Spiral 4 acquisition strategy, process, and anticipated solicitation issue date and award timeline.

    The technical team representatives and eight industry partners were given the opportunity to engage in individual question-and-answer sessions with the Spiral 4 Wireless Team throughout the two-day event. These sessions focused on key capabilities and offerings of the industry to fulfill the requirement and provided an avenue for clarifying any queries.

    “With the successful conclusion of Industry Day, we anticipate the formal release of the DON Wireless Services Spiral 4 solicitation soon,” said Perez. “We plan on working aggressively to meet our goal of awarding Spiral 4 in early 2024.”

    In the wake of Industry Day, the team shared the same sentiment: they are all looking forward to the execution of Spiral 4.
