    Balikatan 23 | 405th CAB teaches basic lifesaving course in Dipaculao, Aurora, Philippines

    DIPACULAO, AURORA, PHILIPPINES -– The Dipaculao Police Department hosted a basic lifesaving course for Aurora Province leadership and youth at the Municipality Center in Dipaculao, Aurora, Philippines, April 21, 2023. U.S. service members with 405th Civil Affairs Battalion participating in Balikatan 23, alongside Armed Forces of the Philippines civil affairs lead Army Capt. Candidato Paduman, worked with the attendees to better educate them on lifesaving steps in the event of a serious injury.

    “The course was to help civilians gain new understanding of how to quickly react to emergency events so that they can give people the best chance of surviving,” said U.S. Army Sgt. Geoffrey Fisher, a combat medic with the 405th Civil Affairs Battalion.

    The District of Aurora is prone to natural disasters and vehicle incidents. The geography and naturally windy roadways that characterize the area make it difficult for emergency responders to arrive to the scene of an accident quickly.

    “Even if it’s the basics, it’s good that they know the methodology and concepts,” said Dipaculao Chief of Police, Police Major Michelle Paulino. “They will not forget what [the U.S. troops] have taught them here. They are happy to learn from the professionals and to teach others what they have learned.”

    With the youth and leaders learning these steps and teaching others, the community is better prepared to handle incidents and stabilize victims in case of the unexpected, or a natural disaster, before medical professionals arrive. Knowing these lifesaving steps is crucial to the community as it can take up to 45 minutes for an ambulance to arrive.

    During Exercise Balikatan 23, U.S. and AFP service members have taught lifesaving skills throughout the Philippines. The civil affairs teams have also built community centers and medical facilities, fostering friendship and comradery between the United States and the Republic of the Philippines.

    “I hope and pray that we continue programs like this,” said Allan Delarosa, the Public Information Officer of the municipality of Dipaculao. “They will not forget these lessons, and they are happy to get to meet you.”

    After the course, the U.S. and Philippine forces played a game of basketball to help build comradery and memories.

    “After the event, we did have a nice team building event where we went and played basketball with the local populace,” said Fisher. “It was an awesome way to help build more of a foundation with them.
