FORT HOOD, Texas -- Usage of the Enterprise Exceptional Family Member Program system has grown steadily since its launch in August 2022.
New features include an automated DD Form 2792 (Family Member Medical Summary), a case management component that allows Soldiers and families to initiate and monitor career long EFMP enrollment, a forum feature that allows EFMP families to connect, share information and create an online community and mobile capability with 24/7 access to the system, compatible with iPhone and Android.
“They want the transparency,” said Leona Streater-Moore, EFMP coordinator, in reference to the motivation behind the system upgrades. “So now (enrollees) can fill out their own paperwork online, and family members can know where their paperwork is at all times. So that’s the goal of it, to make it more efficient and more transparent.”
She explained that the new system has a process consisting of three components. First is identification and enrollment of all eligible family members, second is assignment coordination, a screening process to ensure the needs of the exceptional family member are accommodated, and last is family support, which provides of a variety of programs, resources and services to assist EFMP families. The automated system makes enrollment, assignment coordination and family support access easier and streamlines all aspects of care for families with special needs.
Streater-Moore conveyed that as the needs of EFMP members evolve, so should the systems used to service them.
“Change and growth are always important,” she said. “As you see needs, you want to accommodate people’s needs. You want to make sure needs are met as people are telling you different things.”
The system’s online forum saves data and case files to the Cloud and provides on-demand availability, which diminishes paperwork and administrative issues, while safely storing information that automatically transfers with Soldiers and their families during every household move, deployment and rotation throughout their Army careers. Soldiers can also complete EFMP enrollment, reenrollment and overseas family member travel screening.
Streater-Moore said that the feedback about the program has been positive, although some users are more technically savvy than others.
“Everybody’s not an automated pro, but they’re learning,” she said. “The world is going to technology, and so it’s a learning curve. I think it’s wonderful that the idea is there. What they put into place is really good.”
The Army is slated to add to the existing system upgrades this month with enhancements that include, EFMP disenrollment capability, overseas FMTS packets for geographically separated families, multiple medical providers with the ability to complete DDFM 2792 (Family Member Medical Summary) for multiple diagnoses, access to a digitized DDFM 2792- 1 (Exceptional Family Member Special Education/Early Intervention Summary) and a senior leader dashboard to allow commanders to view EFMP trends.
“The idea is wonderful, the goal is a wonderful approach trying to ensure that needs are being met,” Streater-Moore said. “(The program) is a true benefit to the Soldiers, and we’re here to help them in any way that we can.”
