    Fleet Weather Centers’ Transfer of Service Training

    Recently, the Fleet Weather Centers (FWCs) announced the publication of their joint FWIKI page. To those outside of the FWCs, it might seem like any other website that allows the two commands to see how the other operates; however, for those at the commands, they know that the website is actually being used to help ensure that both commands have similar processes and Standard Operating Procedures (SOPs). This is important because while the commands have their individual operations, they also provide backup support to each other in rare instances, known as a transfer of service (TOS). Aligning with the National Defense Strategy, a TOS provides “integrated deterrence – weaving together cutting-edge capabilities, operational concepts, and the comparative advantage of our interagency…to seamlessly dissuade aggression in any domain or theater.”
    Practiced quarterly, the transfer of service is meant to be as seamless as possible and transparent to the Fleet. As most people know, practicing helps not only to keep people current on a process but also to work out any kinks within the SOPs. Now that the FWCs have incorporated the FWIKI page, they wanted to ensure that it had all of the necessary information to accomplish a successful TOS. Separate from operational situations, the TOS can also be utilized to ensure stronger participation at command events, which led to a great opportunity for the FWCs to hold amazing holiday parties this past December while practicing the TOS utilizing the FWIKI page.
    Following the completion of the TOS exercises, both commands came out with lessons learned that have only helped to improve the process. Norfolk’s CDR Stephanie Johnson stated “The transfer of services between the FWCs were a great success. Both teams are looking forward to continuing the FWC optimization effort to ensure seamless support to our Fleet customers during these evolutions.” Mirroring CDR Johnson, San Diego’s CDR Sean Caulfield expressed that “This is the result of a lot of hard work between both teams over the past year. We have made large strides already and are now dialing into specific areas to address as the FWCs further align.”
    Going forward, both commands hope to practice the way they would play in a real life situation.
