The Command Sergeant Major of U.S. Army Human Resources Command, Command Sgt. Maj. Anthony McAdoo held a third in a series of Q&A sessions via the command’s Facebook page. The sessions are held to give Soldiers an opportunity to get any of their human resources questions answered directly by a senior leader within the command.
Q: What is the thought process behind DA selecting individuals for drill that will have less than 2 years of service remaining upon assignment? Those individuals will likely start their transition appointments 18 months out with retirement packets in at 12 months.
A: Thank you for the question. Careers branches manage Soldiers to their ETS date or Retention Control Point (RCP) until something in EDAS triggers a stop in career management. Soldiers that are within 24 months from their planned retirement date can submit a DA 4187 requesting an AEA G code for non-routine stabilization for retirement. Information on this can be found in MILPER Message 21-298. Individual and unit stabilization requests must be received by HRC no later than 45 prior to the opening of the EMC ASK-EM Market. NCOs placed on an assignment who do not meet the Service Remaining Requirement (SRR) for the assignment and who are not at their RCP must extend or reenlist to meet the SRR to continue on the assignment. NCOs who are retirement eligible can opt to retire in lieu of but must elect that option within 30 days of the date their assignment transmitted.
Q: Why does no one from the ARBA return emails. I've had a packet sitting there for almost 2 years now. I'm now on terminal leave and will retire Jan 31, 2023.
A: While ARBA doesn’t fall under HRC, ARBA responds only to requests sent to their inquiry email at army.arbainquiry@mail.mil. They will respond to all queries. Cases are docketed by order of priority.
Q: When the list of September board OCS selection will be out?
A: The September OCS panel is tentatively scheduled to be released in January of 2023.
Q: ACT OML suppose to be a system of where a SM stands amongst his or her peers. My number hasn't changed since 2018!!!!.. Why is the ACT not changing OML numbers?
A: Thank you for reaching out with this question. The OML evaluation board process is something many Soldiers are still familiarizing themselves with. To clarify, #USArmyHRC began publishing OMLs in FY 2021, before then you would have had a promotion number which is different from an OML number. OMLs are published after an evaluation board convenes, and are then updated yearly at the conclusion of the next board held. Your ACT should be updated but if it has not, you should submit a trouble ticket to ACT through the ACT website and ask why your OML has not updated: usarmy.jble.tradoc.mbx.hq-tradoc-incopd-act-servicedesk@army.mil. You can also send a screenshot of your ACT OML and send it to the senior enlisted promotions box email: usarmy.knox.hrc.mbx.tagd-sr-enlisted-promotions@army.mil. Q: Why doesn’t HRC prescreen eligible individuals prior to their EMC to validate whether they qualify for Broadening Assignments to include Cadet Command Positions? Doing it during the EMC eliminates all possibility of a timely appeal to be adjudicated in time for them to actually use the marketplace the way it’s intended.
A: Great question. Talent managers screen every NCOs file for each market and know which assignments every Soldier is eligible for. Position of trust screening can be done prior to an NCO making preferences in a market but the NCO must communicate their interest in an assignment to Cadet Command with their talent manager before entering a market. This would allow time for an NCO that does not meet the position of trust eligibility requirement for an assignment to Cadet Command to go through the appeals process. It is important that NCOs know the eligibility requirements of the different assignment types and know what they are eligible for. Knowing this gives an NCO time to be proactive in managing their career and take actions to become eligible for different assignment types.
Q: NCO was set to go to ALC in January 2020 but class canceled for COVID-19. After 34 months of silence from NCOES, he submitted a 4187 with a GO signature to get back in immediately. HRC School Branch replied that the GO signature holds no merit and the Soldier must get more promotion points before the Army will consider him to return to ALC. He now is looking to ETS. Could you make a statement on this, the Army schools process and why this NCO can’t get back into a class?
A: Thank you for reaching out. Although a DA Form 4187 signed by a general officer is required for Soldiers requesting their PME to be rescheduled, the Military Schools Branch (MSB) is still required to schedule Soldiers based on specific priorities. Soldiers are scheduled for ALC 90-120 days prior to class start date based on the highest promotion points by MOS and by the course with the earliest graduation date. In those cases where multiple MOSs attend the same course, Soldiers are scheduled based on promotion requirements and then promotion points of the MOSs. The current scheduling priorities for the MSB are those Soldiers who have been temporarily promoted to SSG without the required PME and then Sergeants on a promotion recommended list based on the highest amount of promotion points. These priorities are listed in MILPER message 22-375. The MSB provides the average promotion points for each MOS, which can be found at https://www.hrc.army.mil/asset/25223 on a quarterly basis. Q: CSM, when will we see an updated version of AR/DA Pam 670-1? We are working with a patchwork of alaract messages (specific to AGSU’s) and many soldiers do not understand what happens when an alaract message expires?
A: Thank you for the question. AR/DA PAM 670-1 is currently in staffing. Staffing may take up to 6 months to complete. According to AR 25-40, an ALARACT message announces a pending change to policy. The message can only be dated for one year however, the policy may take longer to produce. The change is still pending even when the message expires. Q: When is someone going to crack down on NGB on the hundreds of delinquent Officer Retention Bonuses that haven’t been paid, some over 2 years.

Q: CSM, can you provide insight into how junior enlisted promotions will work during the upcoming brown out? The message that was put out does not really address what will happen for those who were circled "yes" on the AAAs that came out this week. I have SMs who are asking and have not found an answer. Will they still be able to be boarded? Will they be able to be entered as promotable if they are recommended by the December promotion board? Will promotions post this month and in December?
A: December boards can be convened as normally scheduled. If Soldiers are recommended as promotable by the December promotion board, they will be entered as promotable through their S1. In the event we are in a brownout period during the month of December and systems are down, those Soldiers will be integrated once systems are back online. We are scheduled to publish both November and December on or about the 20th of the month.
