AVIANO AIR BASE, Italy –
The Servizio Coordinamento e Controllo dell’ Aeronautica Militare (SCCAM) Department of Padova leadership visited Aviano Air Base to see its air space resources and get an overall closer look at how the 31st Fighter Wing controls the local airspace at Aviano AB, Oct. 20, 2022.
The SCCAM Department of Padova’s mission is to ensure support to air operations through the control and coordination of Operational Air Traffic (OAT), airspace management at a pre-tactical and tactical level as well as coordination of Air Defense activities in the context of general air traffic.
The visit was attended by Italian air force (ITAF) Lt. Col. Pasqualino Porreca , ITAF SCCAM of Padova chief , together with Lt.Col. Maurizio Madonna, SCCAM head of operational section, ITAF Lt.Col. Antonio Santi Amantini, the flight safety officer, and Maurizio Di Bella, the SCCAM first sergeant, and a team composed of 10 air traffic controllers and air traffic assistants.
The event was an opportunity for Padova military air traffic controllers to familiarize themselves with Aviano’s airfield operations and work together with the base’s USAF & ITAF air traffic controllers to improve procedures that impact Aviano’s flying missions and flight scheduling.
The Padova team was welcomed by 31st FW leadership and escorted to the airport control tower, the Radar Approach Control System (RAPCON), the Air Traffic Control (ATC) simulators, the control movement area (CMA) on the airfield and an F-16 static display presented by Operations Support Squadron Commander Lt.Col. Cory "Cynic" Jerch and his team.
“Having the opportunity to talk face to face has improved and strengthened the relationships between the two organizations that work together daily in a joint and synergistic way,” said Italian air force Lt. Col. Pasqualino Porreca, ITAF SCCAM of Padova chief. “This ensures the training and safety of USAF aircraft while they are flying all over the Italian Airspace.”
The main purpose of the visit, in addition to illustrating the ATC capabilities of Aviano’s airport to the Padova staff, was to implement the operational flight procedures related to the ATC management of the 31st FW’s F-16 Fighting Falcon.
“The benefits of the visit were the increase in flight safety of the airplanes that fly everyday within the training areas in the north-east and central Italy managed by the SCCAM of Padova,” said Italian air force Lt. Col. Pasqualino Porreca, ITAF SCCAM of Padova chief. “We also want to improve ATC coordination procedures for the management of the flow of aircraft departing and arriving to and from Aviano.”
Both parties were able to address each other’s implementation of military air traffic procedures. The air force uses the airspace to train its pilots, train personnel, develop and maintain its operational skills, especially in consideration of the increase to civilian air traffic in recent years.
“It’s our responsibility to increase ATM (air traffic management) processes so that the flight safety of all aircrafts can be guaranteed and an increasingly accurate, precise and dynamic ATC service can be provided for the safety of the skies,” said ITAF Lt. Col. Pasqualino Porreca, ITAF SCCAM of Padova cheif.
During their visit, the Padova Center leadership was able to see how the 31st FW utilizes their air space control resources such as the RAPCON and control tower.
“We have such a good relationship where we can have them come over and see what we do,” said Senior Master Sergeant Benjamin Omara, 31st Operations Support Squadron airfield operations flight chief. “We work really well together and we're learning from each other every single day, which I think is great.”
