    Sheila Mills Lugo is the unaccompanied housing (UH) director for Naval Station (NAVSTA) Rota, Spain. Mills Lugo – along with her team of 26 staff members – manages 18 barracks with over 1,100 beds to support NAVSTA Rota and tenant commands.

    As UH housing director, Mills Lugo oversees an operational budget of $1.4 million and several supply and service contracts. She also runs the Resident Advisor (RA) program for the barracks, responds to requests for contingency temporary lodging, supports housing department taskers and events, and oversees employee trainings, actions, and attendance.

    Originally from Bellwood, Alabama, Mills Lugo served and retired as a U.S. Army First Sergeant after 21 years of active duty service as a medical specialist and personnel specialist. She continued with government service working as a civilian with the Department of Labor, U.S. Marine Corps, Defense Logistics Agency, and U.S. Navy in Sigonella and here in Rota.

    When asked what her favorite thing is about her job, Mills Lugo quickly responded, “My staff, ‘UH Team Best Team Ever’ because they come to work every day, providing the best customer service to the Sailors and Marines and taking care of the barracks where they live.”

    She makes it her mission to thank these staff members daily for their work. This care for those around her extends outside of work to her spiritual community, which for her is Higher Praise Christian Fellowship here in Rota. Her church family is important to her as she has also served as a youth and women ministry leader for over 40 years.

    “When I am not able to travel, the next best thing is walking to the beach and watching the sunrise,” said Mills Lugo. “And enjoying the peace and quiet in my beautiful temporary home.”

    As Mills Lugo prepares for her second retirement after working 17 years of government service, she is looking forward to the next chapter stating, “I want to enjoy the memories, blessings, and my family uninterrupted.”
