The Army Capability Manager - Lift directorate bid farewell to its outgoing director, Col. Bart L. Johnke and welcomed incoming director, Col. David W. Morgan, during a change of charter ceremony at the U.S. Army Aviation Museum July 15, 2022.
Empowered by a charter, the Army capability manager represents the commander, Army Futures Command, through the commander, U.S. Army Aviation Center of Excellence, and functions as the capability developer and warfighter’s representative for all systems assigned to them.
The directorate acts as a centralized manager for user activities and capability developments in aviation survivability, aircrew integration systems, tactical air traffic services, aviation sustainment and aviation mission command and interoperability.
Ceremony host Col. Joshua P. Higgins, director, Aviation Capability Development and Integration Directorate, Army Futures Command, welcomed leaders, family and friends, and thanked the ACM-Lift team for their hard work and dedication in turning concepts into capability.
“It is professionals like you…that provide the best capabilities for our Soldiers,” Higgins said.
He congratulated Morgan for his selection for the position, and said he has high expectations for him.
“The Army has once again blessed us with a great family. Dave and Kate are exactly the right team to lead the organization,” Higgins said.
Higgins commended Morgan for the wealth of experience he brings to his new role.
Morgan was most recently assigned to the Joint Counter -Small Unmanned Aircraft Systems Office to serve as the Requirements and Capabilities Division Chief.
His prior command and staff positions include deputy chief of Operations Group Alpha, Mission Command Training Program at Fort Leavenworth, Kansas; commander of the 1st Battalion, 228th Aviation Regiment in Soto Cano, Honduras; Professor of Military Science at Lock Haven University in Lock Haven, Pennsylvania; and Brigade and Aviation Observer, Coach, Trainer positions at the Joint Multinational Readiness Center in Hohenfels, Germany.
His deployments include multiple tours in support of Operation Iraqi Freedom, a tour in Kuwait, and a tour in Honduras as part of Joint Task Force-Bravo.
His awards and decorations include the Legion of Merit, Bronze Star Medal (2 Oak Leaf Clusters), Meritorious Service Medal (4 Oak Leaf Clusters), and Air Medal (Numeral 2).
Morgan in his remarks thanked leaders, family members and guests for attending.
He thanked the CDID leadership for the trust extended to Morgan to support the branch and the Army.
Morgan said, “No one comes into any position of importance without the hard work of those around you,” and he thanked he professionals in the room, and those not present, he has worked with along the way.
“I’ve been truly blessed to have stood on their shoulders,” he said.
Higgins in his farewell remarks commended Johnke’s work and leadership across a diverse portfolio that included the Chinook, Black Hawk, LUH and fixed-wing platforms.
“Bart is one of the best team builders and teammates I’ve had the opportunity to work with,” Higgins said.
Johnke thanked leaders, family and the fellow professionals who made it “a joy to serve.”
Senior leaders provided him the opportunity to serve and the freedom of maneuver to execute his duties, he explained.
He thanked Higgins for a positive command climate in the organization.
“You really understood how to care and influence people. That’s a task that is easily overlooked,” he said. During a time when Johnke faced some medical issues, Higgins was “right there and let me take the time I needed,” he said to Higgins.
He thanked aviation enterprise teammates including Program Executive Office-Aviation, and industry partners.
He commended the small, cohesive team at ACM-Lift and emphasized the complexity of the important work they handled effortlessly.
Johnke also welcomed Morgan family as he handed off the reins of leadership to him.
“Dave’s experience is exactly right,” Johnke said. “I know you guys are going to fit in great with the ACM family. That does my heart well, because it truly is a family.”
