    The NAVSUP Fleet Logistics Center Norfolk, Site Oceana Regional Supply Office (RSO) team provides warehousing, issues, expediting and maintenance logistics support for seven F/A-18 E/F Super Hornet squadrons at Naval Air Station (NAS) Oceana.

    According to RSO Supply Officer Cmdr. Kurt Welday, the team of 42 civil service employees and 30 contractors play a critical role in enabling readiness and lethality for these amazing aircraft. They do this using proven warehousing best practices coupled with modern technology to ensure the right parts are available in the right place, at the right time to maximize mission capable aircraft that can perform when called upon.

    “The RSO team supports customers, primarily through disciplined asset accountability. By ensuring our inventory is 100 percent accurate at all times, we have the parts and materials needed to support our weapons systems, on hand and ready to issue when needed,” he added.

    The RSO team puts Financial Improvement and Audit Readiness (FIAR) compliance and accountability at the forefront of everything they do. The team works hand-in-hand with auditors and coaches from the NAVSUP Task Force 66.5 and independent firms such Ernst and Young, Deloitte, and KPMG; hosting events, conducting training, and standing meticulous audit events multiple times throughout the year. Using the methods prescribed in the NAVSUP Inventory Integrity Standards (P-723) and other governing publications, the RSO team continuously grooms their inventory, counting every item throughout the year and some ‘fast moving’ items every workday.

    “The purpose of all the inventory counts is to ensure any system or human errors are caught as soon as possible after the event so they don’t result in actual inventory discrepancies,” explained Welday.

    Welday added that the team uses tools such as perpetual counts, where they count the quantity of an item remaining on the shelf after every movement event and floor-to-book where they count an item as it exists, physically in the warehouse and then cross that count back to the accounting program of record to ensure they account for everything they have on hand.

    “Book-to-floor is the opposite case where we count the items physically in the warehouse based on what the accounting software has on record for that item,” Welday explained. “Finally, wall-to-wall inventory is a tool we use to make sure every item in the warehouse is accounted for at least annually. With more than 800,000 items in stock, this task takes our team the entire year and then begins again almost immediately after it is finished.”

    RSO not only ensures today’s readiness with proper accounting, they prevent material losses which preserves funding to protect the development of future of weapons systems.

    The important work being done at RSO Oceana directly supports the SECDEF Mandated Maintenance Operations Center (MOC) Aircraft on Ground (AOG) initiative to maintain 360 mission capable F/A-18 E/F and E/A-18 G Fighter Aircraft. They do this by maintaining the most relevant and accurate inventory possible and by providing data and analysis to support the Naval Supply Systems Command, Weapon Systems Support (NAVSUP-WSS) and Defense Logistics Agency – Aviation (DLA-A) Integrated Supply Chain Management (ISCM) team’s input to the MOC-AOG initiative.
