U.S. Army Network Enterprise Technology Command

FORT HUACHUCA, Ariz., - The U.S. Army Network Enterprise Technology Command held a Change of Command Ceremony as outgoing Commanding General, Maj. Gen. Maria B. Barrett, passed the command colors to incoming Commanding General, Maj. Gen. Christopher L. Eubank, April 19, 2022, at Brown Parade Field, Fort Huachuca, Ariz.
Presiding over the ceremony was U.S. Army Cyber Command Commanding General, Lt. Gen. Stephen G. Fogarty. Barrett will pin a third star for the rank of lieutenant general, and take command of ARCYBER from Fogarty at the cyber command headquarters, Fort Gordon, Ga., May 3.

Speaking of the magnitude of NETCOM’s mission, which Barrett had been responsible for during the past three and a half years, Fogarty said NETCOM does the lion’s share of the work within Army Cyber Command with an important and complex mission, “NETCOM operates, secures and defends the U.S. Army networks supporting 1.1 million users and 288 camps, posts, stations and outposts throughout the world.”

“In looking back over the past three-plus years, it is apparent to me that Maria Barrett was the best person to lead this great organization through a period of great disruption and great uncertainty,” said Fogarty. “Under her command, NETCOM truly demonstrated its determination under the most daunting circumstances, COVID, budget reduction, increase in mission requirements, both threat-driven and Army-driven.”

“Anybody who knows Maria Barrett and team NETCOM would not be surprised by any of these accomplishments. Maria is an extraordinarily accomplished leader with deep technical and tactical talents. She is incredibly thoughtful and articulate, and a caring and outcome-focused leader with technical credentials.”

Speaking of the choice to take command of NETCOM as Barrett moves on, Fogarty said, “Maj. Gen. Chris Eubank is the perfect officer to take command this morning. He is no stranger to NETCOM, having most recently transitioned from his command at the 7th Signal Command in anticipation of today.”

“Chris is a superb leader with the vision and drive to lead NETCOM to the next period in its continuous evolution,” Fogarty added.

During her remarks, Barrett welcomed everyone to historic Fort Huachuca, which she said “… was once a frontier outpost home for our country and our Army, but today is a frontier for operating, securing and defending our Army’s global networks and services in cyberspace.”
Barrett also spoke about how she was able to talk with NETCOM command teams from around the globe her final time as their commander during a recent senior leader gathering.

“For all those who led in those command organizations, past and present, you are absolutely the finest team I have ever had the honor and privilege to serve with.”

Speaking of the accomplishments made by each member of the command, Barrett said, “There is not one directorate, not one command, not one special staff section, that I can’t offer an example of how they contributed, meaningfully, to the Army’s network readiness. You are an amazing team.”

“If I had any regrets, it’s that the pandemic interrupted Brian and my desire to get to know the NETCOM team and our partners, both on Fort Huachuca and the greater Sierra Vista community better,” said Barrett. “Brian and I will always have a special place in our heart and great memories of our time here, in large part because of you, the people we met while here.”

“Thank you to the NETCOM team for welcoming me as the DCG and now as the CG,” said Eubank during his remarks.

“I am in awe of what you do every day as you deliver the Army’s portion of the Department of Defense network,” said Eubank. “I cannot thank you enough for your focus, vision, drive, and willingness to do the right thing and remembering that everything we do is in support, not of ourselves, but the commands and organizations across the globe.”
