    ESSBD ensures selection board docs arrive on time

    The information age offers Sailors more opportunities to provide Selection Boards with the most current and correct information about their records.
    One tool many Sailors use is the Electronic Submission of Selection Board Documents online application. ESSBD allows Sailors to electronically submit a Letter to the Board and other relevant documents for a board’s consideration. Unlike traditional methods such as mailing in a physical letter to the board, Sailors receive confirmation their LTB was delivered.

    “ESSBD improves the speed, transparency and confidence of receipt over current LTB submission methods, such as hard copy and e-mail submitted letters and related attachments,” according to a message from the Chief of Naval Personnel, Vice Adm. John Nowell, when ESSBD was introduced in 2019. “ESSBD provides board candidates with the capability to electronically submit LTBs in a standard, consistent format, with or without attachments and will allow the candidate to see (for content and clarity) exactly what will be delivered and presented to the board.”

    Lt. Cmdr. Jason McClinton, Branch Head, Enlisted Promotion Boards & Advancements said ESSBD, going into its third selection board season, “has proven to be a significant advancement to streamline and simplify the process for eligible candidates to communicate with a selection board.” Sailors access ESSBD either through MyNavy Portal or through BUPERS Online Document Services.

    Once in the application, Sailors can find their board by searching for the board number and clicking the link. A pre-formatted letter template will come up, allowing the Sailor to write a letter directly to the board explaining the need for a letter and allowing for attachments to be included. The link for each board “grays out” 10 days prior to the start of the board. By law, LTBs submitted to statutory officer promotion boards must be received 10 calendar days prior to the convening of a board. The same standard is applied to the policy that governs both administrative advancement and screening boards.

    Deadlines for submission to other boards will be listed in the convening announcement for those boards. In either case, if the board for which you are attempting to submit a LTB cannot be found in the ESSBD drop down menu, the deadline for submission to that board has passed.

    McClinton said Sailors should feel assured their LTBs, if submitted properly and on time, will be considered by a selection board. “LTBs are required to be briefed,” he said. “This letter is your opportunity to make sure a board has a complete picture of what you bring to the table. That being said, you should be careful to include only those documents you don’t believe are in your record, such as a recent EVAL or award. If providing context for items in your record, be clear in what you are explaining so it doesn’t add confusion for board members.”
