    NAVFAC Southwest Awards $16 Million In Camp Pendleton Modern Educational Center Conversion

    SAN DIEGO – Naval Facilities Engineering Systems Command (NAVFAC) Southwest awarded Heffler Contracting Group a $16 million task order, Dec. 2 in San Diego, for a design-build project to renovate and convert a former two-story Marine Corps Exchange retail facility to an education, learning, and quality of life hub.

    “Award of this project is a significant milestone and positive step forward to provide this long-needed and modernized educational center to the Camp Pendleton and Marine Corps community,” said Elizabeth Puorro, NAVFAC Southwest project manager. “Consolidating the BEC, LRC and active duty recreation center into one single facility will provide the needed access to available educational resources and training tools in one central location in Camp Pendleton headquarters area. In addition, this project was awarded to meet the growing need for modernized and upgraded education and training spaces that are adequately-sized to meet the Marine Corps higher education and training goals.”

    Heffler Contracting Group is scheduled to design, demolish, convert, and fully renovate the interior areas of the 49,192 square foot building, to repurpose all of its spaces into a hub of classrooms, computer labs, test rooms, offices and recreation spaces. The design will provide open and flexible floor plans for common areas such as the lobby, student lounge and classroom areas that will include a state-of-the art innovation lab to support student interaction and participation. The floor plan will be designed for a planned occupancy of approximately 730 active duty personnel, students, patrons and staff. To support the full building conversion, the project will renovate its major building systems including the heating and cooling systems, fire alarm system and other required work needed to accommodate its new functions. In addition, the project will repair and replace deteriorating building components including the roof and other work necessary to meet current building and seismic codes and life safety standards. The completed project will provide Architectural Barriers Act and Americans with Disabilities Act compliant building access, elevator and parking areas.

    “This project meets a very important quality of life requirement for the base in providing a one-stop shop for Marines and Sailors for learning and education in meeting their personal and professional goals,” said Cmdr. Kenneth Honek, Marine Corps Base Camp Pendleton public works officer. “The project should also serve as a boost to retaining our valuable military force. Huge thanks to the project team in making this award happen!”

    Completion of this project will enable the consolidation of the base education (BEC) and learning resource centers (LRC) from their current World War II-era facilities and provide a Marine and Sailor recreational facility in a new central location for professional and personal growth and off-duty relaxation.

    The project is scheduled for completion by November 2023. The task order is part of a small business multiple award construction contract. Heffler Contracting Group was one of multiple companies to submit proposals for the task order.

    Marine Corps Base (MCB) Camp Pendleton is located in northern San Diego County, California, approximately 38 miles north of downtown San Diego. Camp Pendleton’s mission is to operate a training base that promotes the combat readiness of the Operating Forces and the mission of other tenant commands by providing training opportunities, facilities, services and support responsive to the needs of Marines, Sailors and their families. The installation is the Marine Corps' largest West Coast expeditionary training facility, encompassing more than 125,000 acres of Southern California terrain.

    NAVFAC Southwest, located in San Diego, Calif., is the contracting activity. NAVFAC Southwest personnel supports its clients with services in planning, design, construction, real estate, environmental and public works support for U. S. Navy shore facilities, Marine Corps, Army, Air Force, and other federal agencies in California, Nevada, New Mexico, Utah, Arizona, and Colorado.
