    Rheinland-Pfalz Minister President Malu Dreyer welcomes uniform decisions on major events and retail

    Minister President Malu Dreyer welcomed the fact that the Federal Government and the federal states have taken uniform decisions on major events and the retail trade at their conference today. "The pandemic is hitting Germany hard. In many regions, hospitals are reaching their limits, especially in the South and the East of Germany. That is why it is important to work together to ensure that the number of infections decreases and that our entire health system is relieved."

    "Today's decisions represent an important addition to our state ordinance, which we had adopted in the cabinet last Tuesday," said the Minster President after today's federal-state meeting. She has high hopes for the new federal-state crisis unit in the Federal Chancellery, which is intended to support the supply and distribution of vaccines. "I had a 'Round Table on Vaccination' in the State Chancellery today before the Minister Presidents’ Conference, which clearly showed that we have to enable vaccinations very quickly, agilely and unconventionally, and for this we need a reliable vaccine supply."

    Increasing Vaccinations

    The federal and state governments will work together to make it possible by Christmas for all those who decide to have a first vaccination and all those who need a second or booster vaccination. "Many Rheinland-Pfalz residents have been vaccinated against the corona virus in recent months. More than 6.1 million vaccinations have been administered in Rheinland-Pfalz so far. In Rheinland-Pfalz, we have the goal of vaccinating more than one million additional vaccine doses by the end of the year," said the Minister President.

    The federal government will also significantly expand the circle of people who are allowed to carry out vaccinations. A change is to be made for pharmacists, dentists and others in order to expand the circle of individuals who can carry out vaccinations during the corona pandemic. "I also agreed on this with representatives of general practitioners and specialists, pharmacists, the German Red Cross and the municipal family at a round table this morning. 100 pharmacists already have an additional qualification for the corona vaccination. 75 can be added in January. In Rheinland-Pfalz, everyone is ready to vaccinate as many people as possible as quickly as possible," said the Minister President.

    Because the protection of the corona vaccine against the currently prevailing virus variants in the currently available vaccines continuously decreases starting around the fifth month, the vaccination status, i.e. the duration of recognition as a fully vaccinated person, will have to be changed, unless a booster vaccination takes place, according to another decision of the federal-state round. Taking into account the vaccination campaign and the available vaccines, the Federal Government and the federal states will agree by the end of the year on when and how a corresponding regulation should be applied in the Federal Republic of Germany.

    Access to cultural and leisure facilities and events

    In the future, access to cultural and leisure facilities and events throughout Germany will initially only be made possible for vaccinated and recovered individuals (2G), regardless of incidence levels. Rheinland-Pfalz, however, remains with the stricter line that wherever no mask can be worn, a test is also necessary for vaccinated and recovered individuals (2GPlus). An up-to-date test under supervision can be carried out on site. However, this then only applies to this particular occasion and is not regarded as general test evidence.

    Generally excluded in Rheinland-Pfalz are children up to 12 years and 3 months. They don't need a test. For children up to and including 17 years of age, 3G applies everywhere – vaccinated and recovered children over the age of 12 do not need a test in the movie theater or gastronomy.

    Rules for the retail trade

    According to the decision, the 2G rule will be extended to the retail trade nationwide, regardless of incidence. "So only vaccinated and recovered individuals have access. Excluded are shops for daily needs. Access must be controlled by the shops," said the Minister President. Which shops are exempt from this is based on the catalogue of the Federal Emergency Brake.

    Contact restrictions for unvaccinated

    Strict contact restrictions for the unvaccinated are imposed in all federal states. Private gatherings in public or private spaces, which are attended by unvaccinated and non-recovered persons, shall be limited to one's own household and to a maximum of two persons of another household. Children up to the age of 14 are exempt from this. Spouses, life partners and partners of a non-marital cohabitation are considered to be one household, even if they do not have a common residence. Private meetings, in which only vaccinated and recovered individuals participate, are not affected. The Federal Government will adapt the COVID-19 Protective Measures Exemption Ordinance accordingly.

    Cross-regional sports, cultural and comparable major events

    Soccer matches, concerts or similar events that attract a large audience from a wide range - this is to be assumed at least from 1,000 people on - are significantly restricted. Limits on utilization and an absolute upper limit of spectators are set. For events in closed rooms, only 30 percent of the capacity may be used up to a maximum total of 5,000 spectators. For outdoor events, only 30 percent of the normal capacity may be used, up to a maximum total of 10,000 spectators. "I love soccer, but it shouldn't become a source of danger," said Minister President Malu Dreyer. "In addition, medical masks should be worn. As usual, only vaccinated or recovered people have access (2G). In federal states with a high level of infection, events must be cancelled if possible and sporting events must be held without spectators," said the Minister President.

    Clubs and discotheques

    According to the federal decree, clubs and discotheques are to be closed in seven days at the latest starting with an incidence of 350 new infections per 100,000 inhabitants.

    Hot Spots

    In counties with an incidence above 350 per 100,000 inhabitants, all contacts must be reduced. Therefore, for private celebrations and gatherings, there is a participation limit of 50 people (vaccinated and recovered) indoors and 200 people (vaccinated and recovered) in the outdoor area.

    Schools

    In schools, masks are mandatory for all grade levels.

    Compliance Checks

    "Strict checks of all rules are ensured. This applies in particular to checking on the vaccination status, which should be carried out using apps if possible. "Rheinland-Pfalz is setting a good example with today's state-wide inspection day. The checks complement the already strengthened control measures in the daily service of the police and municipal regulatory authorities," said the Minister President.

    Infection Protection Act

    The legislator is asked to supplement the Infection Protection Act with further regulations so that federal states and regions with a high level of infection continue to have adequate, additional measures (for example, temporary closures of restaurants, prohibition of alcohol distribution or consumption, restriction of gatherings, restrictions on hotel accommodation) available. In addition, the legislator is asked to extend the transitional period for protective measures in the Infection Protection Act beyond Dec. 15, 2021, which came into force on Nov. 25, 2021. It is clarified by law that these measures can also be ordered with regional differences (for example, in districts).

    Mandatory vaccination

    "The federal government will initiate an institution-related vaccination obligation for employees, for example in geriatric care facilities and hospitals. I very much welcome that," said the Minister President. It is good that the German Bundestag wants to decide promptly on a general vaccination obligation. It could take effect as soon as it can be ensured that all those to be vaccinated can also be vaccinated promptly, i.e. from around February 2022 on. The Federal Government and the federal states ask the Ethics Council to draw up a recommendation on this by the end of the year.

    Facilities

    Aid instruments for the Advent markets, which were particularly affected by corona protection measures, the federal government's special fund for trade fairs and exhibitions, the federal special fund for cultural events, the corona aid for professional sports programs and the KFW special program are to be extended. Likewise, the essential special regulations for short-time working allowance will be extended until Mar. 31, 2022.
