    Navy supply inventory management experts from around the NAVSUP global enterprise gathered on board Naval Station Mayport during the week of November 15th, as others joined virtually, to review current and recently refined business processes ahead of the Navy’s FY22 audit. The three-day event was hosted by Deputy Assistant Secretary of the Navy (Financial Operations) Ms. Mobola Kadiri. Also in attendance were Commander, Naval Supply Systems Command Rear Adm. Peter Stamatopoulos; Special Assistant to the Commander NAVSUP, Rear Adm. Kristin Acquavella, who leads NAVSUP’s task force audit campaign; and six commanding officers from various NAVSUP Fleet Logistics Centers.

    With a Navy Working Capital Fund (NWCF) supply material inventory worth $4.3 billion, NAVSUP warehouses account for 19% of NWCF-SM inventory dollar-value for the DON. The goal of the session was to level set expectations for NAVSUP warehouse managers and other inventory management personnel, obtain feedback from subject matter experts on how business processes are supporting inventory accuracy and to review the audit process with auditor feedback and a mock-audit training scenario.

    Kadiri welcomed the group by soliciting input and encouraging two-way communication, “I want to gather together to talk about what you do because what you do is important, not just for the audit, but for operations and supporting the warfighter.” She went on to explain, “The audit, from my perspective, is nothing more than an objective set of eyes to make sure we do what we say we do based on policies and procedures. We want to understand the root cause of any issues and address the challenges you face—from a policy standpoint we owe you to make sure any gaps are addressed.”

    During his remarks to the group, Stamatopoulos reiterated the need for “fearless conversation” and added, “We are here to look at what it takes to be excellent so that we have the confidence to assert that we are audit compliant and ready—all the time.”

    Over the course of the following three days participants engaged in breakout sessions with Kadiri and Stamatopoulos, had conversations with task force leadership, took a tour of a Naval Station Mayport NAVSUP warehouse, and participated in mock audit and training sessions to review recent policy changes.

    The event was a precursor to the start of the first of four phases for the task force: phase I is titled NAVSUP First and starts January 2022; phase II consists of other Navy Budget Submitting Offices; phase III focuses on Department of Defense non-Navy entities but excludes Defense Logistics Agency, which is running audit efforts in parallel. Phase IV hones in on commercial plants, which house over $9.2B of our NWCF-SM inventory.

    The task force audit campaign directly aligns with Naval Sustainment System-Supply (NSS-Supply), which is a combination of commercial best practices, process improvements, governance and oversight to maximize efficiencies and effectiveness within available means. NSS-Supply is a crucial node of NSS, a Navy wide initiative embracing industry best practices tailored for specific Navy requirements and fleet operations.
