Rick Owen Joins NAVFAC Washington to Lead the Asset Management Team

Rick Owen has assumed duty as Naval Facilities Engineering Systems Command (NAVFAC) Washington Asset Management (AM) Business Line Leader.

Owen spent 13 years working in the private sector with architecture and engineering planning companies, preparing military construction programing documents, master plans and business plans. He began his federal government career at NAVFAC Washington as a Regional Community Plans Liaison Officer in February 2008, establishing the program and staffing installation community plans liaison officers. In October 2010, he became AM2 and AM3 Product Line Leader, supporting and growing installation planning and intergovernmental planning programs. In July 2014, he moved on to serve as NAVFAC Far East Deputy Assistant Regional Engineer in Yokosuka, Japan, promoting Commander, Naval Installations Command goals and problem-solving host nation facility issues. In July 2018, Owen returned to AM2 and AM3 before accepting a Facility Support Analyst position with the Chief of Naval Operations N46 in April 2019, advising on facility management (SIC FP) and other funds, and providing quality control for Real Estate approvals.

“I've been a service provider, served as an asset owner, and represented a resource sponsor, and this breadth of roles has prepared me well for asset management business line leadership,” said Owen, a Bowie, Md. native. “With respect and trust, I've found that the best way to inspire high performance is to find good people, then train, equip and support them, and then get out of their way so they can succeed.”

Owen wants to strengthen the great working relationships AM has with the other business and support lines, and the public works departments. If organizational changes happen, he’d like to assure AM employees that they are inherently valuable and “what they do will still matter a great deal, both now and in the long run.”

After graduating from Bowie High School, he spent four years in the U.S. Marine Corps during Operation Desert Storm. He earned a Bachelor's degree in Geography from Frostburg State University in Frostburg Md. and a Master’s degree in Public Management from University of Maryland in College Park, Md.
