    A transformational infrastructure real estate development opportunity is being envisioned across multiple parcels of some of the most sought-after real property in the country. On October 14, 2021, the Department of the Navy (DON) released a Request for Information (RFI) to gather industry’s perspectives on how to best enhance 70 acres+ of ocean-view property located on Marine Corps Base Camp Pendleton (MCB Camp Pendleton), the Marine Corps’ pre-eminent West Coast training installation. Twelve non-contiguous sites are currently being considered to host critical infrastructure to meet the energy and water needs of the region and the base’s national defense mission.

    The DON envisions developing a combined energy and water infrastructure technology solution that would redefine the utilities landscape for both the Marine Corps and the State of California as a whole.

    “Marine Corps Installations West recognizes how critical resilient energy and water resources are to the warfighter’s ability to train,” stated Brig. Gen. Jason Woodworth, commanding general, Marine Corps Installations West. “Our intention is to leverage the best of American industry to deliver a Public-Private Partnership solution that supports the warfighter in times of crisis, while also providing an integral solution to California’s most pressing energy and water resource needs on a daily basis.”

    This opportunity to host private development on underutilized, non-excess land is provided under Title 10, United States Code (U.S.C.) §2667 lease authority, which is non-prescriptive and encourages developers to maximize the market value of the property.

    Due to the sites’ prime locations adjacent to major existing transmission lines feeding both Los Angeles and San Diego, accompanying substations and switchgear, critical water distribution lines, and the Pacific Ocean, the Navy hopes to inspire the next generation of Southern California’s infrastructure development. The project draws from the successes of similar DON developments that have met private sector infrastructure needs and provided the energy and water security required by the military. These projects have revolutionized the areas in which they were developed, bolstered critical systems, lowered energy bills, ensured resource availability, and increased the sustainability of the built environment. In each case, success hinged on the vision and capabilities of the private sector, which is being requested once again via the current RFI to best inform and position any future projects.

    Developers interested in participating have until January 29, 2022 to submit final responses, and may attend the December 1-2, 2021 Developer Conference and Site Visit by requesting site access before November 10, 2021.
