    Marine Corps Base Camp Pendleton - Gunnery Sgt. Delsean Barrow, a maintenance chief with 1st Maintenance Battalion,1st Marine Logistics Group, I Marine Expeditionary Force was named the 2021 Marine Corps Engineer Association Engineer Equipment Staff Noncommissioned Officer of the Year for his work from April 2020 through March 2021.
    Barrow was selected due to his dedication to performance and leadership regarding intermediate level maintenance and fabrication. Barrow was instrumental in the creation of a cutting-edge concept for tactical communication storage on the MRZR all-terrain vehicle. Barrow’s innovative metal storage systems are a lower weight than what was previously used and provide the needed capacity for extra equipment and personnel. As of today, three metal storage systems have been created with more being produced.

    “The purpose of the metal storage containers was to create something quick without changing the vehicle’s design. We needed something that would last longer and was removable. That’s what the customer was looking for and my Marines and I were able to facilitate that,” said Barrow.
    When asked about some of the challenges that he faced with the creation of the storage units, Barrow said it came down to customers and resources.
    “The main challenge I would say would be getting the design locked down. We had different customers wanting different things. We had to take into account logistics and if we had the specific metal or not. If we didn’t, we had to order it.”
    Barrow also assisted with the application of a force-wide operation initiative named Condition-Based Maintenance Plus (CBM+). Barrow used his research and skills to incorporate CBM+ concepts into an already established equipment tracking system known as Table of Authorized Material Control Number (TAMCN). Over the course of six months, Barrow worked with various units and vendors in order to improve a digital dashboard of tactical information. This dashboard enabled dispatchers and mechanics to track the depreciation of vehicles and equipment in real time.
    “The Marine Corps is and always was about readiness. Using the Condition-Based Maintenance Plus system, we are able to monitor equipment and track its longevity before a malfunction. We want to know when something will go out before it actually does,” said Barrow.
    As a result of his initiative by accurately estimating and eliminating equipment down-time through the use of the improved dashboard, Barrow was named the 2021 Marine Corps Engineer Association’s Engineer Equipment Staff Noncommissioned Officer of the year.
