The Worldwide Expeditionary Multiple Award Contract (WEXMAC) was awarded by Naval Supply Systems Command (NAVSUP) this week to support naval expeditionary customers’ requests for more agile and timely contracting support for their forces on missions in austere and remote locations across the globe.
NAVSUP’s contracting professionals analyzed nearly 7,000 procurements and recurring requests for supplies and services coming from expeditionary mission partners operating in these locations. Partnered with specialists from the Office of the Chief of Naval Operations, Naval Special Warfare Command, Navy Expeditionary Combat Command (NECC), U.S. Pacific Fleet and the U.S. Marine Corps, WEXMAC is a revolutionary contracting initiative, aiming to remove the need for repetitive ad-hoc contract requests by leveraging a strategically focused contracting tool, and implementing standardized cost elements and global contract support.
“This is a big step in naval readiness,” said Rear Adm. Peter Stamatopoulos, commander, NAVSUP. “Our highly adept team sought to maximize efficiency and effectiveness. A crucial component in process improvement, they embraced the red, leveraged the data, and in-turn helped optimize the supply system to meet the needs of a new naval era.”
WEXMAC will replace conventional contracting practices which typically take months to source and award down to a matter of weeks. This will enable critical supplies and services to be delivered to NECC units performing missions in remote regions with minimized administrative delay. Now that the WEXMAC has been awarded, naval expeditionary forces have access to a secured array of vendors that have resources, products and services that can quickly deliver support on short notice.
“WEXMAC is just as agile as the 21st century warfighter, ensuring that they will be ready at all times,” said NAVSUP Assistant Commander for Contracting, Mark Bennington. “The contracting experts at NAVSUP are proud of what they’ve delivered to our mission partners and look forward to what they can accomplish around the globe.”
NAVSUP Fleet Logistics Center (FLC) Yokosuka is supporting the WEXMAC as the procuring contracting office.
“We are fortunate to have the opportunity to help develop this long overdue contracting tool for our expeditionary mission partners,” said Lt. Cmdr. Gilbert Uy, NAVSUP FLC Yokosuka contracts division director. “We support mission partners in places such as East Timor, Papua New Guinea and other austere locations. We’re now better equipped to meet frequent and short-fused requirements for expeditionary forces operating worldwide and most importantly, in the Indo-Pacific region.”
After a 48-day review, evaluating 35 proposals from vendors in the fields of logistics, material handling, lodging, force protection, communications, provisions, clothing, fuel and medical supplies, NAVSUP FLC Yokosuka determined that 29 offerors complied with the solicitation and were determined responsible. Each of these responsible offerors were awarded an indefinite delivery indefinite quantity contract with contract ceiling prices that correspond to the number of regions that they chose to participate in. The minimum ceiling amount is as low as $11 million and up to $242 million for contractors receiving awards for all 22 regions. There are 12 to 19 contractors receiving awards for the 22 regions, which will ensure that the government’s requirements will be subject to robust opportunities for competition. The period of performance is from July 1, 2021 to June 30, 2026, with a five-year option period from July 1, 2026 to June 30, 2031.
“The success of the WEXMAC program required immense planning, communication, flexibility and a collective commitment to its success,” said Kyle Cox, NAVSUP FLC Yokosuka deployable contracting officer. “Our team enjoyed rising to the challenge and being part of the positive impact the WEXMAC program will have on the warfighter in the years to come.”
Cox was part of a skilled three-person contracting team that spent numerous hours, including many evenings and weekends, in order to meet the aggressive timeline to award WEXMAC—a first of its kind for the naval expeditionary community.
