NAVSUP Fleet Logistics Center (FLC) Norfolk completed its Procurement Performance Management Assessment Program (PPMAP) Inspection May 17, receiving a “Satisfactory” grade on this top to bottom inspection of the Contracting Department.
According to Code 200 Deputy Department Director Jordan Dorsey, this inspection happens approximately every three years and assesses how well the fleet logistics centers of NAVSUP manage, control and continually approve the acquisition process.
“I’m exceptionally proud of the team’s effort. The review encompassed all facets of Code 200’s work over the last three years – and the team passed with flying colors,” he added.
He added that receiving a grade of satisfactory is an impressive achievement for the command, as the inspection is demanding and closely scrutinizes how the command performs its contracting mission.
As the largest fleet logistics center NAVSUP FLC Norfolk obligated more than $2.3 billion in contracts last year, almost $900 million more than all the other FLCs in the enterprise combined. Passing the inspection shows that the remarkable amount of work was done responsibly, with effective controls that ensure proper and effective execution. They were also inspected on their ability to prevent vulnerabilities to fraud, waste and abuse, while demonstrating a systemic approach to adherence to acquisition law, regulation and policy.
“It is an incredible challenge as we had to coordinate the review of hundreds of files between four locations,” Dorsey explained. “As we have by far the largest portfolio among the FLCs, we also have to coordinate additional customer and contractor of record interviews compared to the others.”
Dorsey added that the inspection consists of reviewing contracts and special interest items, the management functions and processes, and getting feedback from customers and employees. The team was faced with the added challenge of performing these interviews via Teams, rather than the normal in person interviews.
“Under normal circumstances, a PPMAP inspection is rigorous and difficult. A PPMAP in the midst of a year that involved a pandemic, a complete shift to full telework, increased workloads including numerous rapid fire, high visibility and operationally significant COVID response requirements, and senior level transformation efforts is absolutely unprecedented, said Commanding Officer Capt. Julie Treanor. “I could not be more proud of how the NAVSUP FLC Norfolk contracting team performed in this inspection achieving both no significant findings, and simultaneously earning four ‘noteworthy accomplishments’. Without question, our Contracting Department is an amazing group of dedicated professionals.”
