    Seven-day incidence in Wiesbaden under 100

    According to the new infection numbers published by the Robert Koch Institute, the seven-day incidence of the state capital Wiesbaden today, Wednesday, May 26, is below the threshold of 100 new infections per 100,000 inhabitants in the past seven days for the first time, which is decisive for the lifting of the so-called "federal emergency brake".

    If the seven-day incidence remains below this threshold for five consecutive working days, the requirements of the "Federal Emergency Brake" will be repealed and in its place the rules of the Corona Contact and Operational Restriction Ordinance (CoKoBeV) will apply – and these will bring numerous relaxations for individuals, trade and sports.

    "At the beginning of May, the incidence in our city was still more than 160 and has decreased considerably since then – I am very pleased about that," says Mayor and Health Department Director Dr. Oliver Franz.

    As a reason for the sharp decline in the seven-day incidence from Tuesday to Wednesday, it should be noted that the number of new infections has decreased significantly in recent days. Basically, it is a matter of the fact that fewer test offers were used over the Pentecost weekend. In general, however, the nationwide testing offers in the state capital are being taken advantage of, which is why outbreaks in community facilities, such as old people's homes and nursing facilities, schools and day care centers, are no longer occurring. Instead, infections occur at home. Here, the outbreak is still very diffuse.

    The seven-day incidence, which is decisive for the regulations of the Federal Emergency Brake, also includes a delay of at least one day. When the case numbers from the Wiesbaden Health Office are transmitted to the Robert Koch Institute, they will first be reflected in the publications of the Robert Koch Institute on the following day due to processing time.

    Furthermore, due to the many indications from the population regarding the outdated and deviating population figures used for the calculation of the seven-day incidence by the RKI, the state capital points out that the city has already notified about this maladministration several times in the past year to the competent authorities, but that a solution has not yet been reached.

    For the state capital Wiesbaden, this means that if the number of new infections remains below the threshold of 100, step 1 of the easing concept of the Hessen state government will apply starting Wednesday, 2 June. This essentially means:

    - No curfew between 10 p.m. and 5 a.m.;
    - Being in public spaces is only permitted in the circle of the relatives of one’s own household and one other household, unless only fully vaccinated or recovered persons are involved in the meeting, moreover, vaccinated and recovered persons are not included in the contact restrictions;
    - In schools, face-to-face instruction takes place in grades 1 through 6 and in the final classes. From year 7 onwards, alternating classes are provided. A negative test that is no older than 72 hours is required to participate in the classroom education.
    - Meetings, events and cultural activities such as theatres, operas, concerts, movie theaters and the like are allowed outdoors up to a participation number of 100 people; again, vaccinated or recoverable persons do not count; a negative corona test is a prerequisite for participation for unvaccinated and not already recovered persons, furthermore contact details must be stored digitally or as electronically as possible. The mask obligation continues to be in effect.
    - Meetings, events and cultural activities are only permitted in enclosed spaces if they have special public interest and after approval by the health board.
    - Private meetings outside one's own living quarters or property are only permitted in the circle of one's own and one other household, here too vaccinated or recovered persons do not count.
    - For private meetings within one's own living quarters or on one's own property, a restriction to one's own and one other household and compliance with the minimum distance rules is strongly recommended; vaccinated or recovered persons do not count.
    - Recreational and amateur sports are allowed on and in all public and private sports facilities only alone or in groups that are allowed to stay together in public spaces; individual visitors or several groups may stay in covered and uncovered sports facilities at the same time only if they are in different areas which are at least 3 meters apart.
    - Gyms can be visited with prior appointment and a negative Corona test or with proof of full vaccination or recovery, and if the contact details are provided in an electronic way.
    - Swimming pools, thermal baths, saunas and similar facilities remain closed.
    - The outdoor areas of amusement parks and similar facilities may be open to visitors by prior appointment and ensuring compliance with the minimum distance of 1.5 meters.
    - Museums, castles, galleries and memorials as well as animal parks, zoos and botanical gardens may open their outdoor areas to visitors by prior appointment. A negative test is required additionally when visiting inside areas. This does not apply to vaccinated or recovered persons.
    - Outdoor catering may open, with guests taking an assigned seat, presenting a negative corona test and leaving their contact details in an electronic format. Fully vaccinated or recovered persons do not need to present a negative corona test.
    - Accommodation offers, for example in hotels, guesthouses, youth hostels and campsites, are permitted for tourist purposes, provided that only 60 per cent of the accommodation capacity is used and a negative Corona test is presented on arrival. Two weekly tests are required for stays of more than seven days. This does not apply for vaccinated and recovered persons or if there are no community facilities in the accommodation establishments.

    Until entering step 1, the known restrictions of the so-called "federal emergency brake" continue to apply. In particular, this means:

    - Curfew in place generally between 10 p.m. and 5 a.m.
    - Private meetings in public and private spaces are generally limited to members of one’s own household and one other person from another household, with vaccinated and recovered persons not counting.

    All opening steps depend on the successful reduction of the seven-day incidence. Therefore, the well-known rules (keeping distance, hand washing, masks and ventilation) must continue to be adhered to in a disciplined manner. This is especially true since the highly contagious so-called "Indian variant" of the novel corona virus has now been detected in Wiesbaden and, according to current knowledge, only a complete vaccination with all the necessary vaccinations of the respective vaccine reliably protects against it.
