ROCK ISLAND ARSENAL, Ill. – The Logistics Civil Augmentation Program Support Brigade, U.S. Army Reserve Sustainment Command, held a change of responsibility ceremony here April 10 in Heritage Hall.
Families of the incoming and outgoing noncommissioned officers were present for the event, which adhered to current COVID-19 protocol distancing guidelines.
The ceremony celebrated the tradition of incoming Command Sgt. Maj. Marcel Parson receiving the guidon and taking on the role of senior enlisted leader of the organization from outgoing Command Sgt. Maj. Daniel Arndt. Col. Michael Clark, brigade commander presided over the ceremony. Among the distinguished guests present were Brig. Gen. Donald Absher, commanding general of ARSC; ARSC Command Sgt. Maj. Christopher Luchsinger; and U.S. Army Sustainment Command Sgt. Maj. Marco Torres.
LOGCAP is administered by ASC, headquartered at RIA. The LSB provides military supporting and augmentation capability to the LOGCAP Program Management Office, ASC.
The LSB is a U.S. Army Reserve unit and, at the height of Operations Enduring Freedom and Iraqi Freedom, had more than 100 Soldiers deployed at any given time.
LSB is the only unit of its kind in the joint force. It consists of a headquarters and five regionally aligned LSB support battalions.
Arndt joined the LSB command team in 2018, and his accomplishments were summarized in his commander’s ceremony remarks.
“He has been a key member of the LOGCAP support command team under three separate brigade commanders,” said Clark. “He has led efforts for seven different battalion deployments to CENTCOM, as well as two brigade-level deployments in support of ASC.
“Additionally, he overseen the mobilization and deployment of countless individual Soldiers and teams under active duty for operational support mobilizations as well,” Clark said.
Clark also highlighted the contributions of Arndt’s family to the brigade. He expressed his deep appreciation to Arndt’s wife, Laura, and daughters for the support to their service member, not only in this assignment, but across his career.
“The success of a Soldier can be determined from the amount of support they get from their loved ones and family, and that’s very evident it’s not only what he has done for us, but throughout his entire career,” said Clark. “Thank you for everything you have done to support him, and to make the LOGGAP Support Brigade a better unit.”
During his remarks, Arndt reflected on the unique aspects of the Army Reserve community, and how selfless service permeates their ranks both on and off duty. He said it is this breed of individual he believes makes LOGCAP successful.
“We have chosen a career that’s based on service to others – we think of others, not ourselves,” he said.
“Many of us in the Reserve serve in more than one service occupation. In this room we have teachers, police officers, people in the medical field, social services and Army civilians, just to name a few. We do not shy away from the challenges, and we embrace and overcome them.”
Arndt was recognized for his contributions by being awarded the Legion of Merit for exceptional meritorious service during his tenure. His next assignment is serving as the command sergeant major of the 301st Regional Support Group in Butler, Pennsylvania.
Parson, the incoming command sergeant major, hails from the “South Carolina low country region.” He enlisted in the Army on April 1, 1994. He attended basic training and advanced individual training at Fort Leonard Wood, Missouri, as a motor transport operator. He comes to LOGCAP from serving as the command sergeant major of the 3rd Training Brigade/ 86th Training Division/ 84th Training Command at Arlington Heights, Illinois.
Parson’s civilian education includes a Bachelor of Science degree in chemistry from the University of South Carolina, Columbia, South Carolina; and a Master of Business Administration degree in organizational behavior from American Military University, American Public University System in West Virginia.
He is currently employed with bioMérieux, headquartered in Marcy-l’Etoile, France. He is also the manager of the biochemistry department of a manufacturing site in Durham, North Carolina.
“We are very lucky to welcome Command Sergeant Major Parson to the LOGCAP family,” said Clark. “We are very fortunate to get someone of your background, your knowledge, and your experience. You’ll be a valuable member of the LOGCAP Support Brigade, as well as our command team. Please use your leadership and knowledge to help move us to the next level.”
Parson expressed his appreciation for the exceptional job Arndt has done with the LSB and extended his best wishes to his family as they transition to their new assignment. He also stated his sound commitment to the brigade as its senior enlisted leader.
“I wish the Arndt family well,” he said, “and just know that I will keep the Army values at the forefront of everything that I do, while ensuring that our command team will stay ready to support our great nation.”
